Please note: educators who wish to confirm a category or receive advanced training are required to submit an application for attestation to higher educational institutions at the level of subjects of the Russian Federation.   • educators with the second qualification category;
  • employees with the first qualification category who were certified more than 5 years ago.

  • educators who received the first category more than two years ago;
  • employees with the highest qualification category who passed the certification more than 5 years ago.

Mandatory certification of teaching staff in 2017 may be canceled for the following categories of employees of educational institutions:

  • for persons with a total work experience of less than two years;
  • pregnant employees;
  • women on maternity leave;
  • teachers who are absent from the workplace for a long time due to illness, for them the certification is postponed for one year, calculated from the moment they return to work.
  • If these categories of teachers have expressed a desire to undergo mandatory or voluntary certification, the legislation does not prohibit this process.

Certification of teaching staff in 2017 is carried out on the basis of current legislation, which regulates the certification procedure in order to confirm professional suitability.

The legal basis of the procedure is:

  • Labor Code,
  • Orders of the Ministry of Education and Science,
  • Federal laws and government regulations.

In accordance with the current Regulations, certification is directed to:

  1. to stimulate continuous improvement of the level of qualification;
  2. personal and professional growth of employees of educational institutions;
  3. improving the quality of work;
  4. taking into account the requirements in the formation of the teaching staff;
  5. determining the need for advanced training.

According to the current legislation, the following documents will be required for certification:

  1. application from the certified employee with a personal signature;
  2. a copy of the sheet of the last certification, if it is available and the procedure is not carried out for the first time;
  3. a photocopy of the document on education;
  4. a photocopy confirming the award of the qualification category;
  5. a photocopy of documents on the change of surname, if this took place during the period between attestations;
  6. a description or a detailed letter from the place of work, it must confirm the competence and success of professional activity.

In one month, the place of residence will receive a notification of the date of certification.

Please note: if an educator already has the highest qualification category, attestation is only necessary to confirm it.

To receive the first category, the employee must:

  • perfectly know modern programs and apply them in practice;
  • make their own contribution to improving the quality of education;
  • demonstrate professional success.

The following can apply for the highest degree:

  • persons who have received the first category of professional qualifications;
  • educators demonstrating the ability to use advanced methodologies;
  • employees showing constant professional success, making individual efforts to better assimilate the programs.

What is the procedure for certification of teaching staff in 2017

The procedure for the certification of teaching staff in 2017 takes place in a cumulative sequence of phased actions aimed at assessing professional activities.

Preparatory stage

At the preparatory stage, preparation for certification of pedagogical workers is carried out:

  • at the conclusion of the employment contract, a clause is included on the need to undergo systematic certification;
  • make a list of employees subject to certification and those who are temporarily exempted from it for some reason;
  • approve a five-year plan for certification;
  • carry out explanatory work on the procedure, the objectives of the procedure.

Organizational stage:

  • the employer issues an order in respect of the entire team of educational workers subject to certification, the purpose of which is to confirm compliance with the position held or improve the qualification category;
  • by order determine the main activities, timing, appoint responsible persons and make additional necessary orders;
  • fill out a characteristic or a detailed letter for each employee of education subject to certification;
  • employees are introduced to documents against signature.

Teachers who do not agree with the prepared testimonial or detailed letter have the opportunity to submit their own information about their professional activities to the qualification commission. Refusal to sign documents does not mean exemption from attestation.

If an educator refuses to confirm professional suitability or advanced training, this is considered a violation labor discipline and subject to appropriate penalties up to and including dismissal.

Carrying out a written qualification test for compliance with the position held:

the procedure for certification of teaching staff involves a written test on a number of issues related to the implementation of activities in their position;

written questions are offered to candidates for advanced training and confirmation of qualifications;

after carrying out such tests, the expert group of the attestation commission issues a conclusion.

Decision-making:

  • as a decision, they issue a conclusion on the conformity or non-compliance of the position held;
  • on advanced training, if the test was carried out for the corresponding purpose.

Please note: certification of pedagogical workers in 2017 is carried out on the basis of the submitted application. After testing, the certification committee makes a decision. The written result is issued with the signature of the chairman of the commission.

No more than 60 days pass from the moment of submitting the application to receiving a written decision of the commission. Further actions of an employee of an educational institution depend on the conclusion received.

The Order on the certification of teaching staff was issued by the Ministry of Education and Science of the Russian Federation dated April 7, 2014 No. 276 “On approval of the Procedure for the certification of teaching staff of organizations engaged in educational activities”.

The main changes in 2017 affected the design of characteristics submitted to the attestation commission. The head of the education worker is obliged to provide an impartial assessment of the work activity of the employee.

The outcome of the attestation is recorded in a special sheet attached to the main documents. The procedure can take place without the personal presence of the person being certified, but the teacher has the opportunity to be present when the final results are made.

By 2020, it is planned to complete the implementation of the professional standard "Teacher". The professional standard imposes new requirements on teaching staff, therefore, the procedure for attesting teaching staff is changing.

How will legislative changes affect certification?

On January 1, 2017, the law “On Independent Assessment of Qualifications” came into force, approved by Order of the Ministry of Labor of Russia dated November 1, 2016 No. 601n. In July of this year, the Ministry of Education and Science of the Russian Federation approved an action plan for the formation and introduction of a national system of teacher growth - a "road map". The adoption of such steps indicates the interest of the state in the professional growth of teachers.

- First of all, I would like to say that now everyone needs to understand very well what is happening in the education system, what new directions we see and in which we all participate,- Olga Berezhnova began her speech with this parting word.

The world is changing rapidly and is characterized by constant updating of information, so teachers are required to constantly improve their knowledge. Continuous self-education becomes a decisive factor in the development of a teacher's personality on a professional path.

Teachers from Abakan, Lesosibirsk, Tyumen and other cities of Russia reviewed the regulatory framework for the introduction of educational and professional standards and discussed the requirements for teaching staff.

Pedagogical workers of preschool educational institutions and professional standards

Each specialization has its own professional standard:

  • Educator - professional standard "Teacher" (Order of the Ministry of Labor of Russia dated October 18, 2013 No. 544n);
  • Physical education instructor - professional standard "Instructor-methodologist" (Order dated September 8, 2014 No. 630n);
  • Teacher-psychologist - professional standard "Teacher-psychologist" (Order dated July 24, 2015 No. 514n);
  • Teacher of additional education - professional standard "Teacher of additional education for children and adults" (Order dated September 8, 2015 No. 613n).

Berezhnova noted that in job descriptions, work books and other papers, the positions are prescribed clearly, as in the professional standard, without additions: not “a teacher of additional education for fine arts", but simply "teacher of additional education", "teacher-organizer" and so on. The accuracy of the wording is necessary so that the employee does not have any difficulties in passing the certification.

New certification procedure

Currently, the certification system includes confirmation of compliance with the position held and the establishment of a qualification category based on the teacher's portfolio, that is, without uniform evaluation criteria.

The National Teacher Development System offers a different model of certification in a single format.

The subjects of the Russian Federation themselves choose the option of certification:

  • the current format, but taking into account the requirements of the professional standard;
  • Unified federal assessment.

But Olga Berezhnova believes that eventually everyone will be required to pass an ETF assessment.

This model can be applied not only to school teachers, but also to teachers of preschool education, since there is a single professional standard "Teacher" for teachers and educators. But if the employee does not have a special education, then he cannot be certified.

Is it possible to fire an employee without special education?

No, you can't get fired. If the employee does not meet the professional standard, then the manager offers him another position or retraining. If an employee does not have a pre-school education, but he wants to work in a kindergarten, then he takes FPE courses in the direction of OO activities, retraining, enters a bachelor's or master's program. Also, such an employee may undergo an independent assessment of qualifications.

Law "On independent assessment of qualifications" entered into force in January of this year.

It is expected that an independent assessment of qualifications will help:

  • the employee - to conduct an independent assessment of his qualifications to confirm its compliance with the professional standard, plan further education or career;
  • the employer - to provide the organization with qualified personnel and plan the training of employees.

It is believed that an independent assessment will encourage employees to professional growth. The national system of teacher growth assumes the possibility of a teacher's professional growth along the horizontal and vertical models.

A teacher can perform three generalized labor functions A, B and C. Generalized labor function A includes three labor functions:

  • A1 - professional activities in the education and upbringing of children according to the Federal State Educational Standard and the main educational program;
  • A2 - interaction with the parents of pupils;
  • A3 - interaction with colleagues.

Horizontal caregiver career

If the teacher performs only professional activities - A1, then he will have the position of educator or teacher. A1 is the correspondence to the position held. If the educator confirms that he interacts with parents, then he can apply for the first qualification category. If the teacher conducts seminars, workshops and participates in various conferences - interacts with colleagues, then he gets the opportunity to reach the highest qualification category.

Vertical caregiver career

If a teacher masters function B, then he can be called a senior teacher. The senior educator performs fully OTF A and GTF B. If the educator also performs function C, then he can become the lead educator.

- That is, all job responsibilities will be rewritten,- concludes Berezhnova. - And three positions already - not just an educator, but an educator, a senior educator and a leading educator. We have never had anything like this in the system of preschool education - the leading educator.

OTP C - the educator works with children in the group as the main educator, or is this a position?

He works as an educator. The word educator implies working with children. But besides working with children, there may be other functions that he performs. And if he performs these functions additionally, then he can then be either a senior or a leading educator, depending on what functions are assigned to him.

For a primary school teacher working as an educator in a preschool educational institution, are refresher courses sufficient or is professional retraining necessary?

In accordance with the current legislation, teaching in primary grades is included in the Education and Pedagogical Sciences cluster, that is, this is one and the same area of ​​training. In accordance with the professional standard, this person can work in the education system, in this case, preschool.

The teacher is included in the Education and Pedagogical Sciences cluster, but since he does not have a special preschool education, he needs additional professional education in the direction of activity in an educational organization - advanced training at least once every three years.

Each educational organization prepares a plan for organizing the application of professional standards in the organization. The plan states:

  • list of professional standards to be applied;
  • information about the needs of employees in vocational education;
  • stages of application of professional standards;
  • a list of local regulations that are subject to change taking into account the provisions of professional standards.

The plan prescribes procedures for attestation for compliance with the position held, certification, qualification assessment, development of job responsibilities, and so on. All activities must be completed by January 1, 2020.

When is mandatory certification of educators carried out?

According to current regulations, teachers must undergo additional training at least once every three years, certification - every five years. Having successfully passed the certification, the employee confirms compliance with all the requirements established for his position, or obtains a higher qualification . Checking for compliance with the position held is a mandatory event. Only certain categories of employees are exempted from participation in it.

The latest changes in the Federal Law 273 "On Education in the Russian Federation" indicate that the certification of teachers in 2017 will take place in two stages. At the first stage, the teacher must confirm the compliance with the position held directly by their professional suitability. The next - the second - stage implies a reasonable assignment of the appropriate category to an employee of educational institutions. General provisions regarding the certification of teachers in Russia

The new certification of teaching staff in 2017 applies to all education workers without exception. Recall that at the moment in Russia there are two types of certification at once: mandatory and voluntary. The first one is passed by those pedagogical workers who, at the request of the state, directly need to test their knowledge. The commission determines the level of solvency of a particular teacher, after which it concludes whether such a person is suitable for the country or not, that is, whether he corresponds to his position or simply takes someone else's place.

At the same time, voluntary certification will be of interest primarily to those teachers who are pursuing the goal of improving their current qualification level.

Mandatory certification: important information about this type of assessment of the solvency of a teacher

Compulsory certification of teaching staff, starting in 2016, will be carried out for those who passed it 5 years ago. In 2017, teachers with an existing qualification category and pregnant women are exempted from mandatory certification.

It should be noted that certification can be ignored by those teachers who have been in the service in educational institutions for the last 2 years. Maternity leave gives the right to obtain a qualification and confirm one's teaching competence after starting work. It is important to remember that at least two years must pass from this moment until certification.

Certification does not apply to those employees of educational institutions who, for various reasons, have been absent from the workplace for the last 4 months (and more than this period). For them, certification becomes mandatory only after the expiration of one calendar year, starting from the moment of their official return to work.

Voluntary certification: who is interested in this type of confirmation of teacher competence

Probably, every person (not only a teacher - any other specialist) wants to improve his qualification level to a higher one, with the goal of moving up the career ladder and improving. Such people who wish to improve themselves will be interested in voluntary certification. The new form of teacher certification in 2017, in general, is in many ways similar to the already familiar order of affairs.

If we are talking about the field of education, then specifically a teacher, intending to improve his qualifications, must first seek help in resolving this issue directly from his superiors, and then write an appropriate application. The document should necessarily clarify that voluntary certification will be carried out in order to establish a new qualification category.

Voluntary certification will be of interest both to teachers without a category and to those teachers who already have it, but at the same time, they still have room to grow.

To get the highest possible rank, you need to be a teacher who is not only determined, but also has already received the first category earlier. Note that from that moment until the next increase should be at least two years.

At the same time, one cannot but say that the highest category is assigned to those teachers who already have one at all. In their case, they confirm their qualifications obtained earlier. Categories are issued for 5 years, after which they no longer need further prolongation.

How is the certification

Mandatory certification of teachers in 2017 in Russia is carried out under the control of a special certification commission. Its composition is formed from representatives of the educational organization. The head, who confirmed the order on the appointment of the commission, approves the composition: chairman, deputy, secretary and other members of the commission. On the appointed day, a committee meeting is held.

Voluntary certification implies a preliminary application from the employee himself. It indicates his position and current category. The commission will check the knowledge of the teacher on the appointed day.

Verification of the application may take up to 30 days, after which the conclusion of the commission is issued. The duration of the attestation, including the issuance of the final decision of the commission, is no more than 60 days.

The results of the certification

If the teacher partially or completely disagrees with the decision of the commission, he has the opportunity to challenge the conclusion in court. Another option is to create a special commission on labor disputes. The teacher has 90 days from the date of issuance of the opinion to contest the results.

On the other hand, if the results of the certification largely satisfy the employee of the educational institution, he himself, in this case, returning to the workplace and presenting the conclusion of the commission to the head, may demand an increase.

The Government and expert communities are discussing the addition of the national project "Education". It includes 9 major federal projects, including the foundations of a new approach to testing the professionalism of teachers. In particular, the All-Russian People's Front proposes to abandon the current certification system, and instead introduce a unified professional exam. And although the goals of testing the level of training of teachers will not change, the new exam will allow educators and teachers to build plans for their professional development, independent experts say.

The ONF emphasizes that the exam must meet the requirements of the teacher's professional standard and federal educational standards for general education.

It is not known whether the officials will agree to such a proposal, but now another experiment is being carried out in the Russian Federation - a new model of teacher certification is being tested within the framework of the same Education national project. Its main difference is that teachers must undergo an independent qualification assessment based on the use of unified federal assessment materials. No portfolio, certificates and other materials proving that a specialist teaches children well will be needed. It is planned that certification will begin in 2020 according to the new model. At the same time, the division into mandatory and voluntary will remain, and the frequency of inspections will not change either.

What are the timeframes for certification?

Certification for compliance with the position held in the preschool educational institution (2019) is carried out, depending on its type, in the following terms:

  1. Certification of teaching staff in order to confirm compliance with the position held. It is mandatory and takes place within the time limits specified by the legislation of the Russian Federation. It should be held at least once every 5 years. This type is a test for professional compliance with the position held.
  2. Certification of teaching staff to establish a qualification category is voluntary and is carried out at the request of the employee. This type is a professional eligibility test for an upgrade.

If the category is valid for 5 years, you can be re-tested after 2 years from the date of receipt of the previous category. If the applicant receives a refusal to re-examine, he can apply again after 1 year after the refusal.

According to the regulation on the planned certification of teachers, the period for confirming the compliance with the position held is 5 years. Therefore, in 2019, the teaching staff, certified in 2014, will be sent to it.

To pass the test for compliance with the position held, the employee is sent by the head of the educational institution.

In case of late confirmation of the category, it is canceled.

  • an employee with the first category must apply for attestation to receive the first category and go through the general procedure;
  • if the teacher had the highest category, then it will be reduced to the first, while waiting for two years to apply for the highest category is not necessary (meaning if a person has been in this position for two years).

At the same time, qualification categories assigned before 01/01/2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. These educators must also be assessed every five years.

List of required documents

The list of required documents for certification:

  1. Application for certification of a teacher for the highest category (2019).
  2. A copy of the result of the previous certification, if available.
  3. Copies of diplomas in specialized education (secondary and higher pedagogical education).
  4. In case of a change of name, a copy of the document is attached.
  5. A cover letter or reference from the place of work, which can serve as confirmation of the professional competence of the educator.

Application for teacher certification

An application for the highest category of preschool teacher (2019 according to the Federal State Educational Standard) must be completed on a special form in free form. Information about the addressee is filled in the upper right corner. Next, you need to enter basic information about the applicant. This information includes full name. an employee of the preschool educational institution, his address and telephone number, the full name of the educational institution where the applicant works. Further, the following information is indicated in the application step by step:

  • request for attestation for the selected category;
  • information about the category at the moment and its validity period;
  • the grounds for assigning the category are indicated. At this point, it is important to focus on the requirements for the chosen qualification;
  • a list of educational events in which the employee of the preschool educational institution participated;
  • information about the applicant. Data on education, general teaching experience, work experience in the last place. If the teacher has certificates, documents on the completion of advanced training courses, it is necessary to reflect this information in the text of the application.

At the end of the document is the date and signature of the applicant.

When filling out the application, the achievements of the educator are highlighted. If you have been involved in methodological development, creating interactive lessons, or other innovations, you must mention this in the text of the application. Also, applied materials demonstrating developments, etc. can be attached to the application.

In some regions, multi-stage attestation procedures are carried out. For example, the Ministry of Education of the Republic of Tatarstan included additional testing in the verification of educators: the list of variable forms related to the examination of the professional competence of the certified employee includes a computer test. Based on the results of testing, the employee is given a certificate indicating the number of points scored. To successfully pass the test, the applicant for the highest qualification category must score 90 points.

Testing for the professional suitability of preschool teachers is carried out every five years. Exceptions are persons who have a challenge from passing the test for good reasons. These include:

  • pregnant. For them, the test is carried out no earlier than two years after the educator leaves maternity leave for work;
  • employees with less than 2 years of work experience;
  • employees who have spent more than 4 months on continuous sick leave. Testing is recommended for them 12 months after they return to work.

The knowledge test procedure consists of several stages:

  1. Formation of an attestation commission.
  2. Preparing a list of those being certified and drawing up a schedule for the audit.
  3. Formation of representation for each subject.
  4. The procedure itself.
  5. Evaluation and presentation of results.

If in previous years a teaching experience of 20 years or more was a guarantor of lifelong preservation of the second category, today there is no such relief. To confirm qualifications, certification of educators is also necessary.

Currently, the Ministry of Education of the Russian Federation is developing new criteria for assessing the professional compliance of teaching staff:

  1. Upon successful completion of the attestation, the commission issues a conclusion on the suitability of the position held.
  2. If the check was unsuccessful, the commission makes a decision on the non-compliance with the position held.

According to this decision, an employment contract with a teacher can be terminated on the basis of paragraph 3 of part 1 of Art. 81 of the Labor Code of the Russian Federation. However, the verdict of non-compliance with the position held does not require the mandatory dismissal of the teacher. An employer can send an employee who has not passed the certification to advanced training courses so that after completing them he can retake it.

But a teacher cannot be fired if it is possible to transfer him, with his written consent, to another, lower, position or lower-paid job. It is also impossible to dismiss a teacher if he falls into the list of persons specified in Art. 261 of the Labor Code of the Russian Federation.

Voluntary

Any educator can take a test to improve their level and submit an application on their own.

Voluntary verification steps include:

  1. Verification of the submitted application.
  2. Appointment of the test period. The period of verification cannot exceed 60 days from the date of commencement of the conduct until the date of the decision.
  3. Written notification of the applicant about the time and place of the inspection. Notification is sent within 30 days.
  4. Evaluation of the subject.
  5. Formulation of test results.

The category is valid for 5 years. You can submit a request for a test of professional knowledge after 2 years after obtaining the previous level. If the candidate was denied certification, a second request can be sent no earlier than one year after the refusal.

If the teacher successfully passes the certification, the commission makes a decision on the teacher's compliance with the requirements that apply to the first (highest) category. Assignment of qualification takes place on the same day, and wages according to the new tariff are paid from the day of qualification. An entry is made in the work book about the corresponding category without mentioning the subject taught.

If the teacher could not pass the certification, the commission makes a decision on non-compliance with the requirements. Those who passed the first category are left without a category and are required to be tested for compliance with their position.

If the teacher handed over to the highest category, then in case of failure, he remains with the first one until the end of its validity period. After the expiration of the term, it will be necessary either to confirm the first category, or to be certified for the highest.

The decision of the attestation commission can be appealed in accordance with the "Procedure for attestation of pedagogical workers". An application for appeal can be submitted to the labor dispute commission at the regional education authority or to the court. An application to the court must be submitted before the expiration of 3 months from the date when the employee learned about the violation of his right.
