How to fill out form 1 frames for statistics. Legislative framework of the Russian Federation. Who to submit and when?

The report on form No. 1 or statistical observation form No. 1 personnel “Information on advanced training and professional training of employees of organizations,” as well as recommendations for filling it out are contained in Rosstat order No. 554 dated September 28, 2016. In the article we offer instructions and a ready-made example of filling out form 1 frames.

This document is required for submission by legal entities of all types of activities and forms of ownership, as well as their separate structural divisions, except for small businesses, government bodies, military security and social insurance, as well as religious associations, households and extraterritorial organizations. How to fill out form 1 frames for statistics

We offer step-by-step instructions for filling out Form 1 HR. The report consists of three parts:

  • the title page contains information about the organization;
  • data on employee training is entered into the table;
  • the certificate contains information on the number of personnel for certain categories of employees.

Title page of form No. 1 frames

We indicate the following information:

  1. Name of the organization (full and abbreviated name with mandatory indication of the organizational and legal form).
  2. Postal address (legal and actual addresses, if they do not match, a separate division that does not have its own legal address indicates only the actual address with a postal code);
  3. The code part, which consists of:
  • OKUD code for information about professional training of employees;
  • code of the All-Russian Classifier of Enterprises and Organizations (OKPO);
  • the column that is filled in if the report is submitted by departments, indicating identification numbers.

Tabular part of form No. 1 frames

In line 01 we indicate the number of employees with whom an employment contract has been concluded (determined in accordance with clause 79 of the instructions for filling out federal statistical observation forms No. P-1, P-2, P-3, P-4, P-5 (m) , posted on the official website of Rosstat). This does not include external workers, part-time workers and those with whom a civil contract has been concluded.

In line 02 we indicate the number of persons (from line 01) who received education in various programs and types of training in the reporting year. This line must be less than or equal to the sum of lines 03, 09, 14 and 18. Newly hired employees in the reporting period who have provided relevant documents on training and education for the reporting year at their previous place of work are also subject to inclusion in line 02. Not included only employees dismissed at the end of the reporting period.

In lines 03-18 we indicate information about training by programs and types of education. At the same time, in line 03 we indicate the number of persons trained in additional professional programs (vocational retraining, advanced training) in the direction of the employer or conducted by the employer himself. From 04 to 08 - data about an employee who was trained in several types of additional programs for each training program.

In line 09 we indicate the number of persons who have completed vocational training in the direction of the organization or carried out by the organization itself.

In lines 10-12 - data on vocational training according to the programs: vocational training for blue-collar professions, white-collar positions; retraining; advanced training.

In 13 we indicate the number of persons (from line 09) who completed professional training directly in the organization.

In lines 14-17, we take into account persons who have received vocational education in basic educational programs in the direction of the organization, as well as independently (without attracting funds from the organization), and who have submitted a document on education to the personnel.

In line 18 we take into account persons who have completed training in the direction of the organization or carried out by the organization itself in the form of short-term courses, vocational training, in the form of mentoring (in the amount of at least 8 academic hours, where an hour is 60 minutes). We include information only on training confirmed by relevant documents.

In line 19 we indicate persons who participated in national, regional, industry, and corporate championships using the WorldSkills Russia method.

If an employee underwent training several times during the year, information about him is indicated once. Accounting includes only specialized education relevant to the company's activities, or training provided by the company itself. If the same employee was trained in different programs, then data about him is indicated in each line corresponding to the type of training.

Help form No. 1 personnel

In columns 2-5, the number of persons is distributed by personnel category. The belonging of employees to one or another category (manager, specialist) is established based on the all-Russian classifier (OKPDTR), which has been in force since 01/01/1996. In accordance with it, the professions of workers and positions of employees are distinguished. The latter include managers, specialists and employees.

Managers (column 2) - employees in positions of heads of organizations, structural divisions and their deputies (directors, chiefs and managers of all titles, managers, chairmen, etc.).

Specialists (column 3) - workers where work requires higher/secondary vocational education: engineers, doctors, teachers, economists, accountants, geologists, inspectors, proofreaders, mathematicians, technicians, etc.

Other employees (column 4) - employees who prepare and execute documents, carry out accounting and control, and housekeeping services (agents, archivists, attendants, clerks, cashiers and controllers (except for workers), etc.).

Workers (column 5) - persons engaged in the creation of material assets, repairs, movement of goods, transportation, provision of material services, etc. These are sellers, cashiers of the trading floor, controllers (except for transport and communication center controllers), postmen, telephone operators, telegraph operators, etc. .

In columns 6-12, the number of persons is distributed by age (up to 25 years; 25-29 years; 30-39 years; 40-49 years; 50-59 years; 60-64 years; 65 years and older).

In the Certificate, lines 20-24 indicate women; women with children under 3 years of age; disabled people; persons at risk of dismissal; trained in the reporting year using distance learning technologies.

Line 23, Column 2 indicates employees who were at risk of dismissal and who underwent training in order to acquire new professional skills to continue working with this employer.

So, we have compiled a sample of filling out form 1 personnel in statistics, the last stage remains - to certify it.

The document is certified by the manager with the obligatory indication of the position and full name. He also enters the date of compilation, telephone number and email. address.

Who to submit and when?

Rosstat has determined that an employer can submit a completed form (you could download Form 1 Personnel in Statistics at the beginning of the article) once every 3-4 years before February 3 to the territorial department of Rosstat:

  • personally to an employee of the territorial office of Rosstat;
  • person by proxy;
  • by registered mail;
  • by email using a digital electronic signature.

Each employer determines the method of submitting the document independently.

Responsibility

The administrative legislation of the Russian Federation provides for liability for untimely submission of statistical reports on personnel, as well as for the reflection of inaccurate information in it.

An organization faces an administrative fine in the amount of 20,000 to 70,000 rubles, and an official - from 10,000 to 20,000 rubles (Part 1 of Article 13.19 of the Code of Administrative Offenses of the Russian Federation).

Using Form 1-MS, information on the composition of employees filling municipal positions and municipal service positions is filled out. In 2016, by order dated July 5, 2016 No. 325, Rosstat approved a new form of this form. Who should fill out Form 1-MS in 2016? Statistical form 1-MS is filled out by those organizations whose employees are municipal employees and persons holding municipal positions:

  • such organizations include local government bodies (for example, representative, local administrations, other local government bodies);
  • election commissions of municipalities, which are municipal bodies that are not part of the structure of local governments.

The organization submits the completed report in Form 1-MS statistics to the statistical authorities at the location of the legal entity or at the location of separate divisions. If the organization has separate divisions, form 1-MS is filled out for each division.

This report must be submitted once every three years, on October 25 after the reporting period. The head of the organization must appoint responsible persons who will be authorized to provide statistical information on behalf of the company.

Form 1 MS in 2016

The main part of the form consists of 3 sections and help:

  • Distribution of workers who filled municipal positions by age of workers;
  • Distribution of employees according to their professional experience;
  • Distribution of workers by their professional education.

In the header of the form you need to fill in the name of the organization that is reporting, postal address, OKPO code. Indicate the name of the organization in full, as in the constituent documents, and provide a short name in brackets.

All 3 sections of the form consist of tables. The tables contain the same rows, but consist of different columns. Thus, in the line “Municipal positions” (lines 101, 201 and further) employees who filled municipal positions are taken into account.

In lines 108, 208 and further, it is necessary to take into account the positions of the municipal service that were established to directly ensure the execution of the powers of the person holding the municipal position. Such positions are filled by municipal employees through the conclusion of an employment contract for the term of office of the person filling the municipal position.

When filling out section 1, all lines reflect data on the actual number of persons on the payroll as of the reporting date (October 1). If you have employees who work part-time, then they should also be taken into account when compiling the report. The number does not include only those employees who filled positions that were not provided for in the staffing table and were subject to reduction.

When filling out the data in Section 2 of Form 1-MS, which contains information about the professional experience of employees, you should remember that professional experience includes periods of filling municipal service positions and municipal positions.

In the third section of the statistics report of form 1-MS (new form for 2016), you need to indicate the professional education of employees. In the tabular part of the section, employees are distributed into groups of specialties and areas according to the All-Russian Classifier of Specialties by Education.

2. Information in form N 1-cadres is provided by legal entities at their location to the territorial bodies of Rosstat. If a legal entity has separate divisions, this form is filled out separately for the legal entity without these separate divisions and for each separate division. The completed form is submitted by the legal entity to the territorial body of Rosstat at the location of the legal entity (without separate divisions), for separate divisions - at the location of the corresponding separate division. In the event that a legal entity (its separate division) does not carry out activities at its legal address, the form is provided at the place where they actually carry out activities.

3. The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity.

4. The title page of the form indicates:

4.1. In the address part - the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then in brackets - the short name. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.

4.2. On the line "Postal address" - the name of the subject of the Russian Federation, legal address with postal code; if the actual address does not coincide with the legal address, then the actual postal address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

4.3. In the code part of the form, the legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat. For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.

5. In section 1, line 01 must be filled in. Lines 02 to 11 reflect data on professional training of employees (in the direction of the organization or carried out by the organization itself) by categories of personnel and training programs. Educational institutions fill out a report only for employees who were on the staff of these institutions, including those who studied at these institutions.

The employer, in accordance with the procedure established by the Federal Law “On Additional Education” (in the draft) and other relevant regulatory legal acts of the Russian Federation, provides professional training, professional retraining and advanced training for employees with whom it has an employment relationship. The procedure for sending employees with whom the employer has an employment relationship to training in additional professional educational programs at the initiative of the employer is established by a collective agreement (agreement).

Employees of organizations of any organizational and legal form have the right to advanced training, professional retraining or internship at the expense of the employer once every five years for at least 72 hours (including a total duration of 72 hours during the year) in accordance with additional educational programs , determined by the employer. The employer has the right to organize and carry out advanced training, professional retraining or internship of its employees on a larger scale.

5.1. Line 01 in column 1 shows the number of employees on the payroll, which is determined in accordance with clause 82 of the Instructions for filling out federal statistical observation forms N N P-1, P-2, P-3, P-4, P-5(m) , approved by Rosstat Order No. 278 dated November 12, 2008, with amendments and additions No. 240 dated November 3, 2009. In this case, an employee hired on a part-time basis in accordance with an employment contract is counted as one person. An employee registered in the organization as an internal part-time worker is also counted as one person in his main position.

The report on line 01 does not include employees hired part-time from other organizations, and employees who performed work under civil contracts.

5.2. When assigning workers to the appropriate category of personnel (by columns), it is necessary to use the All-Russian Classifier of Worker Occupations, Employee Positions and Tariff Classes (OKPDTR), OK 016-94, approved by Resolution of the State Standard of Russia of December 26, 1994 N 367 and put into effect on 1 January 1996. In accordance with the specified classifier, employee positions are divided into the categories of “managers”, “specialists” and “other employees”.

The category “managers” (column 3) includes employees holding positions of heads of the organization and its structural divisions, their deputies, as well as foremen, managers, foremen, etc. (in OKPDTR these positions are coded “1”).

The category “specialists” (column 4) includes workers performing engineering, technical, economic and other work and having code “2” in the OKDDR: agronomists, lawyers, administrators, artists, assistants, archaeologists, biologists, librarians, brokers, accountants, educators, doctors, surveyors, geologists, hydrologists, announcers, conductors, dispatchers, dealers, associate professors, sound engineers, livestock specialists, engineers, inspectors, art historians, cartographers, cameramen, designers, consultants, proofreaders, cosmonauts, laboratory assistants, lecturers, foresters, pilots, speech therapists, surveyors, mathematicians, nurses, methodologists, fashion designers, mechanics, researchers, rate adjusters, notaries, reviewers, ornithologists, game wardens, appraisers, teachers, pilots, pharmacists, programmers, professors, psychologists, radio operators, auditors, editors, directors, weather forecasters, sculptors, investigators, sociologists, rescuers, research trainees, technicians, commodity experts, trainers, teachers, pharmacists, paramedics, physicists, chemists, artists, navigators, economists, experts, electricians, electromechanics, legal advisers, etc.

The category “other employees” (column 5) includes employees involved in the preparation and execution of documentation, accounting and control, business services, etc., who have code “3” in the OKDDR: agents, archivists, clerks, attendants, cashiers, commandants, controllers (not classified as "workers"), copyists, croupiers, typists, medical statisticians, contract workers, operators (not classified as "specialists"), security guards, passport officers, receptionists, secretaries-typists, caretakers, social workers, statisticians, stenographers , accountants, timekeepers, rate-takers, accountants, packers, draftsmen, forwarders, etc.

The category “workers” (column 6) in accordance with the OKPDTR section “Professions of workers” includes persons directly involved in the process of creating material assets, as well as those engaged in repairs, moving goods, transporting passengers, providing services (cleaners, nannies, cloakroom attendants, watchmen , sellers, computer operators, etc.).

In columns 7 to 10, the number of payroll employees (line 01) and employees who underwent vocational training (lines 02 to 11) and received vocational education (lines 12 to 15) in the reporting year is distributed by age groups.

5.3. Line 02 shows the number of employees (individuals) who have completed training in additional professional education programs, vocational training and targeted courses. If during the year an employee underwent training in different types of training several times, then on line 02 data about him is reflected only once.

The report (line 02) does not include:

Employees trained at their own expense in computer training courses, foreign languages ​​and others;

employees who received additional professional education or were trained in new professions during the reporting year, but were dismissed as of the date of the report.

The report on Form N 1-personnel on line 02 and lines 03 to 11 includes employees hired in the reporting year and who submitted to the organization’s personnel service the relevant documents on completion of training in additional professional education programs or in targeted courses in the reporting year as before place of work.

On lines 03 to 11, data about an employee who underwent several types of training during the year (professional retraining, advanced training, internship, targeted courses or vocational training and additional vocational training) is reflected for each type of training.

If during the year an employee has undergone training in the same type of training several times, then for this type of training data about him is reflected only once.

5.3.1. Additional professional education (line 03) is aimed at improving the qualifications and professional retraining of persons (managers, specialists and other employees) with professional education, in accordance with additional professional educational programs, qualification requirements for professions and positions and promoting the development of business and creative abilities of these persons, increasing their cultural level. Additional professional education includes advanced training, professional retraining and internship. The data in lines 03 to 06 includes persons who received additional professional education outside the Russian Federation. Line 07 shows the number of people trained outside the Russian Federation by the amount of training programs.

5.3.2. Professional retraining (line 04) - acquisition of additional knowledge and skills in accordance with additional professional educational programs that include the study of scientific and educational disciplines, branches of technology and new technologies. In accordance with the current Regulations on the procedure and conditions for professional retraining of specialists, approved by Order of the Ministry of Education of Russia dated September 6, 2000 N 2571, professional retraining of specialists is carried out taking into account the profile of the received education of specialists and is carried out by educational institutions of advanced training and divisions of educational institutions of higher and secondary vocational education education in additional professional programs of two types, one of which ensures the improvement of the knowledge of specialists to perform a new type of professional activity, the other - for obtaining additional qualifications. Professional retraining of specialists is carried out on the basis of higher and secondary vocational education. In accordance with the curriculum, an internship may be an integral part of professional retraining programs.

The level of education of specialists undergoing professional retraining must not be lower than the level of education required for a new type of professional activity or for obtaining additional qualifications.

The standard period for completing professional retraining of specialists to perform a new type of professional activity should be over 500 hours of classroom training.

Students enrolled in additional professional educational programs that improve the knowledge of specialists to perform a new type of professional activity, and who have passed the state final certification, receive diplomas of professional retraining, which certify the right (qualification) of a specialist to conduct professional activities in a certain field.

The standard period for completing professional retraining for specialists to obtain additional qualifications must be at least 1000 hours of labor intensity.

Students enrolled in additional professional educational programs to obtain additional qualifications for specialists and who have passed the state final certification receive diplomas of additional (higher) education or additional (secondary vocational) education, certifying the assignment of additional qualifications.

5.3.3. Advanced training (line 05) - updating the knowledge and skills of persons with a professional education, due to increased requirements for the level of their qualifications and the need for them to master new ways of solving professional problems.

5.3.4. Internship of specialists (line 06) is carried out in order to form and consolidate in practice professional knowledge, skills and abilities acquired as a result of theoretical training, provides for the study of best practices, acquisition of professional and organizational skills to perform new professional responsibilities.

Internships can be carried out both in the Russian Federation and abroad at enterprises (associations), leading research organizations, educational institutions, consulting firms and executive authorities.

5.3.5. Vocational training (line 08) is aimed at accelerating the student’s acquisition of the skills necessary to perform a specific job or group of jobs (in accordance with Federal Law No. 3266-1 of July 10, 1992 “On Education”). Professional training is not accompanied by an increase in the student’s educational level. Professional training can be obtained in educational institutions and in educational departments of organizations that have the appropriate licenses, as well as through individual training from specialists (mentors) with the appropriate qualifications, who receive an additional payment to the salary for training employees. Professional training in the form of mentoring is typical for the categories of employees “other employees” and “workers” and is reflected in the report on line 10.

Additional vocational training - improving the skills of persons who have received vocational training.

5.3.6. Targeted courses (line 11) - a type of continuous professional training for workers and employees, organized to study new technology, equipment, materials, technological processes, progressive forms of labor organization, labor legislation, rules for the technical operation of equipment, labor safety requirements, as well as issues related to improving product quality, and other issues aimed at solving specific technical, economic and other problems.

5.3.7. Additional professional education can be obtained in educational institutions: academies for advanced training and professional retraining; institutes for advanced training and professional retraining (higher school); intersectoral regional centers for advanced training and professional retraining; training centers for advanced training and professional retraining (training centers for training workers in production); at advanced training courses (in technical training schools); in other educational institutions implementing additional educational programs for additional professional education.

6. Lines 12 to 15 (“In addition”) take into account employees who have received basic vocational education (primary, secondary or higher) in educational institutions of primary, secondary and higher vocational education, regardless of whether it is the first one or not.

The report on lines 12 to 15 does not include information about employees who independently (without attracting funds from the organization) graduated from educational institutions in the reporting year that provide higher, secondary or primary vocational education.

7. In Certificate 1 to Section 1, lines 16 to 18 show, respectively, women, disabled people trained in additional vocational education programs, as well as persons who were at risk of dismissal and who were trained to acquire new professional skills to continue working. in this organization, on lines 19 to 21 - the number of employees who have undergone training (from line 02, column 1) is distributed according to forms of training: “off-the-job”; “without interruption from work” (evening groups) and “with partial interruption from work” (up to 3 working days a week).

8. In Help 2 to section 1 from line 03, column 1, separately on line 24, employees trained using distance learning technologies are shown. In lines 25 to 29, the number of employees who have completed training in professional retraining, advanced training, internship programs, as well as in targeted courses, is distributed according to the hourly load of training completed: in targeted courses - up to 72 hours, in advanced training programs - from 72 to 500 hours, professional retraining - from 500 to 1000 hours and more. The duration of the internship, as an independent type of additional professional education, is set from 2 to 4 months (320 - 640 hours).

9. In section 2 (on the admission and departure of graduates), lines 31 to 34 reflect the number of full-time graduates of educational institutions of higher, secondary and primary vocational education, regardless of whether this was not the first job in this organization.

Columns 1 and 2 show graduates of educational institutions of higher, secondary and primary vocational education who graduated from these educational institutions in 2009 (the date of graduation from the corresponding educational institution is the date of issue of the diploma) and who were employed in 2009 and 2010.

Column 3 includes those dismissed in 2009 and 2010 for all reasons from among the 2009 graduates hired in this period.

Accordingly, columns 4 and 5 show graduates of 2010, hired in 2010, and those fired in 2010.

Lines 32 to 34 show the number of graduates of primary, secondary and higher vocational education institutions who received in 2009, 2010. diplomas of the established form on the appropriate level of professional education.

10. Section 3 provides data on labor migrants - citizens of the Republic of Belarus who temporarily stay and work in Russia in a manner that does not require a visa or migration card. Data on citizens of the Republic of Belarus working in the organization is not included:

Those who are employees of legal entities (manufacturers or suppliers) of the Republic of Belarus performing installation (assembly supervision) work, service and warranty maintenance, as well as post-warranty repairs of technical equipment supplied to the Russian Federation;

who are journalists accredited in the Russian Federation;

studying in the Russian Federation in educational institutions of vocational education and performing work (providing services) during the holidays;

Those studying in the Russian Federation in educational institutions of vocational education and working in their free time as educational support staff in the educational institutions in which they study;

invited to the Russian Federation as teachers to conduct classes in educational institutions.

Lines 41 to 44 show the number of citizens of the Republic of Belarus who were working, respectively, at the beginning of the year, hired in the reporting year, dismissed in the reporting year, working at the end of the reporting period: in column 2 - under a fixed-term employment contract, in column 3 - under a civil contract for the performance of work (rendering services). In this case, each employee is shown as one unit, regardless of the term of the contract (duration of work).

If an employee included in the data in line 41 entered into a new contract during the year, then he should not be included in the data in line 42. An employee who entered into more than one contract during the year is included in the data in line 42 only once.

In accordance with subclause 5.5 of the Regulations on the Federal State Statistics Service, approved by Decree of the Government of the Russian Federation dated June 2, 2008 N 420, and in pursuance of the Federal Statistical Work Plan approved by Decree of the Government of the Russian Federation dated May 6, 2008 N 671-r, I order:

Employees hired in the reporting year and who submitted to the personnel service of the organization the relevant documents on education and (or) qualifications and documents on training (in accordance with paragraph 1 of Article 60 of the Law on Education) received in the reporting year at their previous place of work, are also included in the . The report does not include employees who completed training or received an education during the reporting year, but were dismissed and were not on the payroll at the end of the reporting year.

Organizations carrying out educational activities fill out a report only for employees who were on the staff of these organizations, including those who studied in these organizations.

It reflects data on the training of the organization's employees by programs and types of education.

It shows the number of employees who have completed training in additional professional programs (professional retraining, advanced training) in the direction of the organization or carried out by the organization itself in the reporting year. If during the year an employee underwent training several times in different types of additional professional programs, then in line 03 data about him is reflected only once.

Data about an employee who has undergone training in several types of additional professional programs during the year are reflected for each training program. If during the year an employee was trained several times under the same program, then according to this program, data about him is reflected in lines 04 to 08 only once.

For example: if during the year an employee underwent professional retraining 1 time, advanced training 2 times, then data about him will be reflected once, once, once, once.

Additional professional education is aimed at meeting educational and professional needs, professional development, and ensuring that the employee’s qualifications match the changing conditions of professional activity.

Additional professional education is carried out according to the following programs: advanced training and professional retraining. The following are allowed to master additional professional programs: persons with secondary vocational and (or) higher education, as well as persons receiving secondary vocational and (or) higher education.

The professional development program is aimed at improving and (or) obtaining new competencies necessary for professional activities, and (or) increasing the professional level within the framework of existing qualifications. Based on the results of successful completion of the advanced training program, a certificate of advanced training is issued.

The professional retraining program is aimed at obtaining the competence necessary to perform a new type of professional activity and acquiring new qualifications. Based on the results of successful completion of the professional retraining program, a diploma of professional retraining is issued.

In accordance with the order of the Ministry of Education and Science of the Russian Federation dated July 1, 2013 N 499 “On approval of the procedure for organizing and implementing educational activities in additional professional programs” (registered by the Ministry of Justice of Russia on August 20, 2013 N 29444), the minimum permissible period for mastering advanced training programs cannot be less than 16 hours, and the period for completing professional retraining programs is less than 250 hours.

It shows the number of employees who underwent professional training in the direction of the organization or carried out by the organization itself in the reporting year. If during the year an employee was trained several times in different types of educational vocational training programs, then in line 09 data about him is reflected only once.

Data on vocational training of workers are distributed according to programs: vocational training by profession of workers, positions of employees; retraining of workers and employees; advanced training of workers and employees. If an employee was trained in several vocational training programs during the year, then in lines 10 to 12 the data is reflected for each training program. If during the year an employee was trained several times under the same program, then according to this program, data about him is reflected in lines 10 to 12 only once.

B indicates the number of employees (out of) who have undergone professional training directly in the organization.

Vocational training is aimed at students acquiring knowledge, abilities, skills and the formation of competencies necessary to perform certain labor and service functions (defined by the type of labor, service activity, profession).

Vocational training under vocational training programs for blue-collar professions and white-collar positions means vocational training for persons who have not previously had a blue-collar profession or white-collar position.

Vocational training under retraining programs for workers and employees means vocational training of persons who already have a profession (professions) of a worker or position (positions) of an employee, in order to obtain a new profession of a worker or a new position of an employee, taking into account the needs of production and the type of professional activity.

Vocational training under advanced training programs for workers and employees means vocational training of persons who already have a profession (professions) of a worker or position (positions) of an employee, in order to consistently improve professional knowledge, skills and abilities in the existing profession of a worker or existing position of an employee without increasing educational level.

Based on the results of vocational training, a certificate of the profession of a worker or position of an employee is issued, confirming the assignment of a rank or class or category.

It takes into account employees who received vocational education in the reporting year in the main professional educational programs in the direction of the organization, as well as independently (without attracting funds from the organization), and who submitted to the personnel service of the organization a document on education - secondary vocational education in training programs for qualified workers and employees; secondary vocational education in training programs for mid-level specialists; higher education (regardless of whether it is the first or not).

Educational programs of higher education - bachelor's programs, specialty programs, master's programs, training programs for scientific and pedagogical personnel in graduate school (postgraduate studies), residency programs, assistantship-internship programs.

Secondary vocational education is aimed at solving the problems of intellectual, cultural and professional development of a person and has the goal of training qualified workers or employees and mid-level specialists in all main areas of socially useful activities in accordance with the needs of society and the state, as well as meeting the needs of the individual in deepening and expanding education.
