Simultaneous application of coefficients for cramped working conditions and coefficients KZP = 1.15, KEMM = 1.25 and KZPM = 1.25

Structural change works not provided for in TERr, but occurring during the repair of buildings and structures, should be defined as the dismantling of structures according to the TER collection on construction works No. 46 "Works during the reconstruction of buildings and structures", and their re-arrangement - at the appropriate prices of the TER collections for construction work.

At the same time, work performed during the repair and reconstruction, similar to technological processes in new construction (including the erection of new structural elements in buildings and structures under repair) and not taken into account in the TERr, are accepted at the relevant Territorial unit prices of the TER (except for the prices of collection No. 46 "Works during the reconstruction of buildings and structures") for construction work with applying coefficients:

  • to labor costs and wages of construction workers - 1.15,
  • to the cost of operating machines (including the remuneration of machinists) - 1.25.

Clarifications of estimated indicators related to the procedure for applying TERr and taking into account the coefficients for working conditions are carried out when drawing up estimates, with links to the relevant paragraphs technical parts relevant Collections of TERr and General Instructions.

When performing repair and construction work in operated buildings and structures, near high-voltage facilities, on the territory of operating enterprises with an extensive network of transport and engineering communications and cramped conditions for storing materials, and in other complicating conditions for repair and construction work to norms of labor costs, remuneration of workers, the cost of operating machines, including the remuneration of workers servicing machines, coefficients should be applied that take these conditions into account.

The use of coefficients in the preparation of estimate documentation should be justified in projects. Simultaneous application of several coefficients (with the exception of the coefficients of paragraphs 4 and 5) is not allowed. The coefficients indicated in paragraphs 4 and 5 may be applied together with other coefficients. When applied simultaneously, the coefficients are multiplied.

These coefficients do not apply to the prices of the Collection TER-2001-46 of St. Petersburg "Works during the reconstruction of buildings and structures." In cases of application of the Collection TER-2001-46 SPb "Works in the reconstruction of buildings and structures", the coefficients given in the Technical part of this Collection should be used.

Applying correction factors in Smeta Wizard

Multiple factors can be applied to each rate, if necessary. To do this, you need to place the cursor on the desired line of the estimate.

On the "Coefficients" toolbar, select in the "Coefficient application method" drop-down list either the "For the entire line" or "For components" command and enter the coefficient values ​​in the appropriate cells. After that, press the "Enter" button or click the left mouse button anywhere in the estimate. Coefficients entered. If the coefficients are entered incorrectly, you can click the "Reset" button on the toolbar.

In order to apply several different coefficients to the quotation:

The district coefficient type for salary is used if it is necessary to apply the regional coefficient for the wage fund to the rate; for tightness - correction factors (from general guidelines to the relevant bases) to the norms of labor costs, wages of workers, the cost of operating machines, including the wages of workers servicing machines, to take into account the influence of the conditions for the production of works provided for by the projects; those. part - correction factor to the price (from the technical part to this collection), taking into account the conditions for changing the work; custom - taken if it is necessary for the user to use his own coefficient, which is not prescribed in the technical parts and general instructions; indexation, overheads and planned savings - is used if the price itself needs to take into account the recalculation of the cost from the base to the current, the accrual of overheads or estimated profit.

The letters before the name of the coefficient mean that it belongs to any type:

P- custom, for tightness and regional for salary (since they are created by the user);
D– new coefficient;
T– coefficient from the technical part (if the correct options are specified in the properties, it is automatically selected for the price and a list of such coefficients is offered to the user when adding a price);
AND– indexing (if the correct options are specified in the properties, it is selected for the price and automatically added to the price);
H– overhead costs and estimated profit (if the correct options are specified in the properties, they are selected for the price and automatically charged to the price).

Also, the "Advanced Coefficients Panel" contains the "Save Template" and "Load Template" buttons. The first one allows you to save a template of the list of applied coefficients to a file, and the second one allows you to load a previously saved template. The Coefficients Base area contains all the coefficients that can be applied to a given price, including the coefficients of the technical parts.

There is another way to apply coefficients:

1. Go to the pricing properties (right-click to call the context menu, in which select the properties menu) to the Coefficients tab

2. Add a "New factor" button.

3. Fill in the ratio settings.

In the cell "Name" - write the name of this coefficient.

In the "Calculation Type" field, select the coefficient parameter (for direct costs or for components) and write down the coefficient values.

Indicate the type of coefficient (regional salary, tightness, technical unit) - if there is no type in the list to which the coefficient belongs, leave no type.

Write down the rationale for applying the coefficient.

4. If you need to take several coefficients, add several lines "New coefficient" and fill in the properties of these coefficients.

5. If the coefficient is used frequently, it can be saved by pressing the button and accepting the saving of the coefficient. In this case, the name of the saved coefficient is written in the bottom line in the left field. In the future, to apply the previously saved coefficient to the price, select it in the right field and use the "Add" button to transfer it to the right field.

6. Click the OK button.

After applying the coefficients to the price, the rationale is written in the cipher, and the formula for calculating the coefficient is written in the name



If this information is not available, then:

1. Right-click on any line of the local estimate, select the "Properties" item in the context menu.

2. In the "Properties" window that opens, select the "Parameters" tab and set the parameters as shown in the figure


The option “Explain formulas in the name of the price” must be selected, and “taking into account the coefficients of those. parts” and “prescribe justifications”. If "Select coefficients from technical parts for quotations" is selected, when adding a quotation, the program will offer a list of coefficients from technical parts selected for this line. The option “Move the scope of work to the price” allows you to view the scope of work directly in the cost table (without going into the estimate and regulatory base and the price properties), by moving the cursor to the number of the price item. The “Do not create headers for subsequent sections” option is used if the headers of subsequent calculations of cost tables and transitions to prices are not needed by the user.

1. If you click on the "Default" button, then the parameters you set will be automatically transferred to all newly created cost table calculations and local estimates.

2. Click the OK button.

In order to apply the same coefficient to several rates at once (can be used if the same coefficient needs to be applied to the rates and no coefficient has been applied to them before):

Press and hold the Ctrl key on your keyboard while selecting lines
Select all prices to which you want to apply the coefficient (in black) (left-clicking on the desired lines)
Right-click on any selected line (you can release the Ctrl key :))
In the context menu, select "Properties ..."
In the properties window that opens, select the “Coefficients” tab
Write down the coefficient data
Click the OK button.

If the coefficient needs to be applied to the entire cost table, then:

1. Place the cursor on the line "Total".
2. Create a line - right-click to call the context menu item "Create line" or on the toolbar click the button "Create line".
3. In the "Create line" window that opens, select the "Coefficient" line type.
4. In the "Coefficient row constructor" window that opens, fill in the coefficient settings (name, calculation type and coefficient values, rationale) and select the coefficient type.
5. The value of the coefficient must be entered by one less than necessary, in order not to take into account twice the previous Total.
6. If there are several coefficients in the list of coefficients, then their values ​​are multiplied among themselves, but for these coefficients only one line is added, in which the name and value of only the first coefficient are written.
7.Press the OK button.

If you need to apply several coefficients to the entire cost table:

For each coefficient, add the line "Coefficient" and write in the "Coefficient Row Constructor" the settings for this coefficient

When creating this line, two lines “Total” and “Row of coefficients” are added to the estimate. If necessary (if the next coefficient should be calculated without taking into account the previous one), the “Total” line between the coefficients can be deleted.

The general contractor performs work on the construction of a plant for the treatment of sulphurous-alkaline wastewater and process condensate at an operating oil refinery.

The customer refuses to apply in the estimate documentation a multiplier for work in cramped conditions in the amount of 1.15 to the remuneration of labor and the cost of operating the machines, referring to the fact that the work is carried out on a previously prepared site and, accordingly, is carried out under standard conditions that do not provide for the use coefficient.

From our point of view, the existing conditions for the production of works lead to an increase in the standard labor intensity and reduce the productivity of workers and construction machines compared to normal conditions, namely:

1. Construction and installation work is carried out in the conditions of an operating enterprise with an extensive network of transport and engineering communications. The construction site is limited on all sides by existing industrial buildings and overpasses, on which operating, high-voltage and low-voltage networks are located. The distance from the existing communications is from 2.4 m to 5 m.

2. The operating enterprise does not provide storage areas for materials for new construction, and therefore only three places are organized for storing equipment and materials with total area 240 m2. The absence of material storage sites leads to the need to supply materials in small batches, which, in turn, leads to additional costs associated with loading and unloading operations, the operation of vehicles and lifting equipment.

3. The construction site is surrounded on all sides by operating communications, which, according to regulatory documentation, imposes a restriction on the rotation of the crane boom when performing work near these communications. Do we have the right to apply coefficients of 1.15 to wages and 1.15 to the costs of operating machines under paragraph 7 of Appendix 3 to the construction and installation work at the facility?

Answer

Prices provide for the performance of construction and installation works in normal conditions, not complicated external factors, at positive air temperature.

“The cost of work, when the construction organization project (POS) and the work execution project (PPR) provide for their implementation in buildings and structures in operation, near objects that are under electrical voltage dangerous to humans, and on the territory of operating enterprises with an extensive network of transport and engineering communications and cramped conditions for storing materials, as well as in other complicating conditions during new construction, reconstruction, technical re-equipment and expansion of existing enterprises (buildings, structures), should be determined by applying to the indicators of remuneration of construction workers, the cost of operating machines and vehicles funds, including the remuneration of workers operating construction machines, as well as the labor costs of construction workers, given respectively in columns 4, 5, 6 and 8 of the tables of unit prices of FER collections, the coefficients given in Appendix 3 to these Instructions.

The POS or PPR, developed by the Contractor and agreed with the Customer, does not indicate which of the coefficients in Appendix 3 to should be applied in the development of estimate documentation and in calculations for the work performed. In the POS or in the PPR, specific conditions for the production of work should be given and described, for example:

  • performance of construction and installation works on the territory of an operating enterprise with an extensive network of transport and engineering communications;
  • limited storage capacity for materials and equipment;
  • etc.

When compiling estimates and in calculations for the work performed, the estimator, following the conditions for the production of work described in the POS or PPR, applies to the indicators of remuneration of construction workers, the cost of operating machines and vehicles, including the remuneration of workers managing construction machines, the coefficients given in Appendix 3 to, most fully corresponding to the conditions of work.

In your case, there are such conditions for the production of works as the performance of construction and installation works on the territory of an existing enterprise that has an extensive network of transport and engineering communications, limited opportunities for storing materials and equipment, limitation of crane boom rotation due to closely located overpasses to skip engineering communications.

To take into account in the estimate documentation and in the calculations for the work performed the above conditions for the production of work for the remuneration of construction workers, the costs of operating machines and vehicles, including the remuneration of workers operating machines, the coefficient K = 1.15 should be applied in accordance with clause 7 applications 3 to .

2.
