Emergency warning systems for the population of the city are created in order to bring warning signals and emergency information about emergency situations to the population. Warning systems operate on next levels: at the regional level - a regional warning system; at the municipal level - local emergency warning systems for the population of urban districts and settlements; at the facility - local and facility warning systems. All systems interact with each other, as well as with systems for monitoring and forecasting emergency situations, ensuring the processing of data received from them.
It has been established that when alerting the population about emergencies, the following are involved: electric siren warning network; street sound systems; VHF-FM network (broadcasting); TV broadcasting networks (audio channels); cable television networks; mobile radiotelephone networks; telephone network of the city; local and object warning systems; territorial elements of the All-Russian integrated system of informing and alerting the population in places of mass stay of people (OKSION); other elements of the public warning system, including means outdoor advertising and information.
Alert signals and emergency information about emergencies can be broadcast to the entire alert network, selectively to individual alert sub-zones or to groups of alert sub-zones. The choice of the warning zone is based on the calculation of the radius of the negative impact of the emergency.
In order to maintain alert systems in a state of constant readiness of the Main Directorate of the Ministry of Emergency Situations of Russia for the city of Moscow, the authorities executive power, organs local government together with communication organizations involved in providing emergency warning to the population, carry out scheduled and unscheduled checks of the performance of the warning system.
The main directions for improving the warning system are determined. In particular, it is planned to modernize warning systems based on modern technical warning systems; ensure that warning signals reach 100% of the city's population; expand the street loudspeaker network; create local systems warnings in all areas where potentially hazardous facilities are located and equip them with modern technical equipment, etc.
Notification of the population of the city of Moscow about emergency situations (ES) is the delivery of warning signals and emergency information about the dangers arising from the threat of the occurrence or occurrence of natural and man-made emergencies, about the rules of behavior for the population and the need for protection measures.

In accordance with Decree of the Government of Moscow dated December 1, 2015 No. 795-PP, Public Emergency Alert Systems in Moscow operate at the following levels:
I. Regional (regional emergency warning system in Moscow)
II. Municipal (local emergency warning systems for urban districts and settlements)
III. Objective (local warning systems (LSO) at potentially hazardous facilities and object warning systems (OSO) in organizations).
The emergency warning systems of the city of Moscow at the regional, municipal and facility levels interact organizationally, technically and programmatically.
In accordance with Federal Law No. 28 dated January 28, 1998 (Art. 7.9), Order No. 422/90/376 dated July 25, 2015 of the Ministry of Emergency Situations of the Russian Federation, Ministry of Information and Communications of the Russian Federation, Ministry of Culture of the Russian Federation No. No. 795-PP (clause 1.3) are required to have an OSO associated with a centralized warning system:
Socially important facilities, life support facilities:
- cultural objects (museums, exhibitions, etc.);
- educational institutions;
- medical institutions;
- sports objects;
- hotels, hostels, guest houses;
- hypermarkets, markets, shopping centers;
- entertainment centers, institutions;
- business centers of classes A, B and C;
- financial institutions(banks and their branches, Insurance companies, loan centers, etc.).
Objects for various purposes with the simultaneous presence of more than 50 people.
In accordance with the Government Decree Russian Federation No. 447 Part 3 P. 18 all hotels regardless of category must be equipped with emergency notification systems about the threat of occurrence or about the occurrence of emergencies and be interfaced with the regional emergency notification system of Moscow
In accordance with Decree of the Government of Moscow dated December 1, 2015 No. 795-PP, property owners are required to:
- Create and maintain on-site emergency warning systems in constant readiness, ensure their interface with the regional warning system of Moscow.
- The constant readiness of emergency warning systems for the population is achieved by timely and high-quality operational and technical maintenance of warning means;
- Maintain in constant readiness the main and backup communication channels for managing the warning system;
- Promptly and reliably inform employees and visitors of organizations about the threat of occurrence or the occurrence of emergencies, inform about the methods and methods of protection against them;
MGTS renders services to the owners of facilities for the connection (interfacing) of facility warning systems (OSO) with the centralized (municipal and regional) warning system of Moscow.
The composition of the service provided by MGTS:
1. Information support by pairing procedure
2. Technical survey of the object development of a technical solution
3. Organization of a communication channel, installation and configuration of equipment for pairing.
4. Technical support communication channel
5. Preparation project documentation
MGTS provides additional services to owners, including already having connection (interfacing) of an object public address system (OSO) with a centralized (municipal and regional) public address system of Moscow.
List additional services provided by MGTS:
1. Receipt specifications on connection of the object warning system (OSO) to the regional warning system of Moscow (RSO)
2. Delivery of the connected object to the GKU "PSC" of Moscow (preparation of a package of documents, filing an application for connection to the RSO, passing tests, obtaining the Protocol on the connection of the CSO to the RSO)
3. Periodic Maintenance interface equipment in accordance with the technical regulations for this type of equipment
4. Installation of interface equipment and switching with the Customer's on-site notification system
