Classification of GOSTs of the Russian Federation

The classification of GOSTs of the Russian Federation is based on a universal classifier used in relation to the standards established in the USSR. It is a hierarchically designed 3-4-level alphanumeric encoding system.

1. The first level of encoding is a section, the designation of which is carried out using Russian capital letters. A total of 19 letters are involved.

2. The second level is a class, indicated by numbers.

3. The third level is a group, digital encoding is used.

4. The fourth level is not present everywhere and denotes a subgroup of goods or services; the dot field is also indicated in numerical terms.

In October 2000, the all-Russian classifier of standards was put into practice, which partially replaced the Soviet model. It was developed using international system ISO standardization. In accordance with it, a system of digital designations in the format 001-2000 began to be used for marking, additionally with the abbreviation "GOST", in relation to goods and services of the Russian Federation - "GOST R". The Soviet system continues to remain relevant for the development of many systems of standards, and is also used as the main interstate base for regulation and standardization in many countries of the post-Soviet space.

The value of GOSTs

The significance and importance of GOSTs is determined by the fact that each approved document contains key requirements that the goods, works and services for which it is adopted must comply with in order to ensure their effective and safe operation. In particular, the document defines:

  • consumer characteristics
  • specifications and requirements
  • methods for monitoring their production
  • technical compatibility
  • rules for storage, transportation and packaging of goods
  • product disposal standards

The state standard must pass the registration procedure, which is carried out by a special government agency- Gosstandart of the Russian Federation. It fixes the standards being put into effect, as well as replaced or canceled GOSTs.

For documents adopted after 1996, normativity in itself has ceased to mean that the document is binding. Currently, the document becomes a mandatory regulatory legal act after registration with the Ministry of Justice.

In Russian federation federal law on technical regulation No. 184-FZ of December 27, 2002, the concepts of "technical regulation" and "standard" are separated, in connection with which all standards should lose their mandatory character and be applied voluntarily. Until September 1, 2011, in the period before the adoption of the relevant technical regulations, the law provided for mandatory compliance with the requirements of the standards in the part corresponding to the goals of protecting the life or health of citizens, property of individuals or legal entities, state or municipal property; protection of the environment, life or health of animals and plants; prevention of actions that mislead purchasers. From September 1, 2011, all regulatory legal acts and regulatory documents in the field of technical regulation, not included in the list of mandatory, have voluntary application.

Classification of standards

OKS is part of the Unified System for Classification and Coding of Technical, Economic and Social Information (ESKK) of the Russian Federation.
