Introduction

The instruction manual is intended to familiarize you with the capabilities of the MESHCHERA-01-F cash register model.

CCP is used by organizations and individual entrepreneurs for cash settlements and settlements using plastic cards on the territory of the Russian Federation as part of a software and hardware complex. All CCP work is carried out using commands from a personal computer (hereinafter referred to as PC) using the Meshcher Control Center utility or another utility that implements the information exchange protocol in accordance with the Programmer's Guide.

It is not allowed to connect the CCP to the PC and the power supply network, as well as to connect peripheral equipment to the CCP until it is familiarized with the documentation for the CCP, the CCP is put into operation and commissioning is carried out.

Commissioning and Maintenance CCP can be produced by technically trained specialists, using the documentation for this CCP model.

Warranty maintenance of CCP must be carried out in accordance with the provisions set forth in the Passport.

This guide provides information on working with CCP, describes its settings, examples of their use, as well as samples of printed documents.

1. General instructions

Cash register equipment MESHCHERA-01-F (hereinafter referred to as KKT) is used when making settlements on the territory Russian Federation in order to ensure the interests of citizens and organizations, protect the rights of consumers, as well as ensure the established procedure for making settlements, the completeness of accounting for revenue in organizations and individual entrepreneurs.

MESHHERA-01-F contains a fiscal drive inside the case, provides recording of fiscal data into the fiscal drive, generation of fiscal documents, transfer of fiscal documents to the tax authorities through a fiscal data operator and printing of fiscal documents on paper. The fiscal drive installed in the MESHCHERA-01-F case is a software and hardware encryption (cryptographic) means of protecting fiscal data and provides the ability to generate fiscal signs, record fiscal data in an uncorrectable form (with fiscal signs), their non-volatile long-term storage, check fiscal signs , decryption and authentication of fiscal documents confirming the receipt by the operator of fiscal data of fiscal documents transmitted by cash registers, sent to the cash registers by the operator of fiscal data (hereinafter referred to as confirmation of the operator), as well as providing the ability to encrypt fiscal documents in order to ensure the confidentiality of information transmitted to the operator of fiscal data. Fiscal data operators are organizations established in accordance with the legislation of the Russian Federation and located on the territory of the Russian Federation, which have received permission to process fiscal data in accordance with the legislation of the Russian Federation.

Prior to the use of cash registers for settlements (Calculations mean the receipt or payment of Money using cash and (or) electronic means of payment for goods sold, work performed, services rendered), CRE must be registered with the tax authorities. Registration with the tax authorities implies the entry by the tax authority of an entry about a copy of the cash register model, its fiscal drive and the CRE user in the cash register register, the assignment by the tax authority to the cash register equipment of a registration number and the issuance of a control card registration card to the user. cash register indicating its registration number on paper or in an electronic document signed by an enhanced qualified electronic signature. The actions to be performed by a CCP user in order to register a CCP with the tax authorities and start operating a CCP are described in the section below.

1.1. Interaction with the Federal Tax Service through OFD

To work with CCP MESHCHERA-01-F, the CCP user must perform the following actions:

1. Register in person at a branch of the Federal Tax Service or in the office of cash registers (hereinafter referred to as the CCP office) on the official website of the tax authorities on the Internet, indicating during registration all necessary details(organization or individual entrepreneur).

Conclude an agreement with the Fiscal Data Operator (hereinafter referred to as the FDO), accredited by the tax authorities, for the exchange of data and the subsequent transfer of information about this copy of CRE to the tax authorities. OFD performs the processing of fiscal data using technical means, which includes the receipt, validation, collection, recording, systematization, accumulation, storage in an uncorrectable form, extraction, use, transfer to the tax authorities in the form of fiscal documents, provision of such data to the tax authorities and access to them.
Submit an application to the tax authorities (FTS) for registration of CCP. At the same time, an application submitted through the CCP office in the form electronic document must be signed with an enhanced qualified electronic signature (QES). CEP can be obtained from a certification center accredited by the Ministry of Telecom and Mass Communications. The addresses of such centers are published on the department's website.
Obtain from the tax authorities the data necessary for the registration of this copy of the cash register.
Enter the details of the registration of the CCP into the registered copy of the CCP and register the CCP (using the MESCHERA Control Center, see Registration of the CCP for more details).
Get a KKT registration card.

After successful registration of the cash register, interaction with the Federal Tax Service through the OFD is carried out according to the following scheme:

CCP was manufactured in accordance with the current design and technological documentation, complies with the requirements of TU 4017-001-91178175-2016 and the current technical requirements to cash registers, and also meets all the requirements established federal law N 54-FZ "On the use of cash registers in the implementation of cash settlements and (or) settlements using electronic means of payment".
All CCP work is carried out using commands from a personal computer (hereinafter referred to as PC) using the Meshcher Control Center utility or another utility that implements the information exchange protocol in accordance with the Programmer's Guide.

3. Description of CCP

CCT is made in the form of a single module.

In front there is a compartment for placing the tape, in the front below there is a paper feed button, an indication of the presence of power and an error of the printing device. All connectors are on the rear panel.

All connectors are located at the back of the case.

KCT has:

three USB ports;
one Ethernet port.

On the right is a reserved HDMI connector

At the bottom of the pallet there is a compartment for the fiscal drive.

FN is installed inside the CCP case, for more information about installing FN, see MESHCHERA-01-F Instructions for installing and replacing a fiscal drive.

4. CCP marking

On the case of the CCP there is a marking:

Name of the manufacturer;

Name of CCP;

Mark of conformity (single mark of product circulation on the market of the Member States of the Customs Union);

KKT serial number;

Date of manufacture (month and year);

Rated voltage;

Rated current;

Rated frequency;

Power consumption;

The inscription "Made in Russia".

The PSU is marked:

Trademark of the manufacturer;

PSU model name;

Rated voltage, rated current for the input circuit;

To operate the MESHCHERA Control Center software, you will need a personal computer that meets the following requirements:

the presence of a COM port;
availability of 128Mb of free disk space;
processor at least 133 MHz;
RAM at least 128 MB;

6.Safety requirements

Before being allowed to install and configure, CCP maintenance and repair specialists must be trained and instructed in safety precautions. Persons who have not passed the safety briefing are not allowed to work on the CCP.

It is forbidden to carry out repair work when the CCP is switched on. To carry out repair and other work, it is necessary to turn off the power supply of the CCP. During repair work, soldering is allowed with a soldering iron with an operating voltage of not more than 36 V with good insulation of live parts from the body and a grounded tip.

Do not work with the cover removed!

When working with CCP, it is necessary to take measures to prevent shock and fall of CCP.

7.Setting up CCP

The CCP is configured using the MESCHERA Control Center utility. To configure, follow these steps:

connect the CCP to the computer via the RS-232 interface (the USB host port of the CCP is connected via a USB-COM interface converter);
turn on the cash register, wait for the printed document on readiness for work (the cash register prints at startup);
run the MESCHERA Control Center program on the computer;
if you have already configured the CCP, just select the menu item Connection — Install, go to step 5, if you are setting up the CCP for the first time, go to step 4.
go to the MESHCHERA Control Center tab Service mode - Cashier connection, configure the port as indicated below, click the Test connection button;
make sure that the connection is established: in the lower left corner of the MESHCHERA Control Center there is a green connection sign, there is an inscription “connected via” and then the COM port through which the connection is made is indicated.

The connection may not be established:

Invalid COM port - select another port and try to establish a connection.
Incorrect connection settings (see below) - specify the correct connection settings.
Communication cable problems - check the cable.

If the CCP is in an incorrect state, the connection will be established, but further configuration of the CCP may be difficult.

The setup tabs are described below.

7.1 Configuring access to OFD

The tab contains information about the IP address of the fiscal data operator, the port value, the choice of a communication channel with the operator, the FN polling interval for a message to be sent to the OFD (in ms), and the URL of the check site. The "Check connection" button allows you to check the connection with the OFD website.

The General tab also contains information about the version of the CCP software, the information is for reference only and cannot be overwritten in the CCP.

7.2 Setting up a port for communication with a computer

Setting up the CCP from a computer is possible either via a COM port (via the RS232 interface) or via the Internet using the TCP\IP protocol.

The choice of setting type is indicated in the Meshcher Control Center:

work over TCP;
work on RS232.

If the CCP will be configured via RS232, you need to select the appropriate item. In addition to choosing a computer port, characteristics for communication and a password for communication with the CCP are indicated (by default in CCP 17).

Connection characteristics:

Speed - 115200, Parity - NONE, Packet Check - No, Data Bits - 8, Stop Bits - 1.

Also, CCP can be configured over the Internet using the TCP-IP protocol. To work using the protocol, the CCP must be connected to the Internet (see below) and have a static ip-address on the same subnet as the computer from which the configuration is being carried out. The TCP-IP setting is used if it is not possible to work through the COM port, as well as when checking the firmware version.

To work via TCP-IP, indicate the ip-address of the CCP, the port for communication (default 3333), the password for communication (default 17).

7.3 Settings for connecting CCP to the Internet

Connecting the CCP to the Internet is possible using a wired Ethernet connection.

When connecting via Ethernet, indicate the type of connection, the IP address of the device (you can set the value to Dynamic, in which case the IP address will be assigned to the device when it is turned on).

If a static IP address is selected, then also indicate:

MAC address. This field contains the MAC address of the used CCP instance connected to local network Ethernet, which is the unique identification number of this CCP.
IP address. The field contains the IP address of this CCP instance.
Subnet mask. This parameter is intended to determine the subnet in which both the PC and the CCP connected to it operate.

For correct operation via the Ethernet interface, PC and CCP must be in the same subnet.

By default in CCP: 255.255.255.0.

Gateway (when working via the Ethernet interface). This field contains the IP address of the gateway. By default in CCP: 192.168.1.1.

7.4 Equipment testing

The CCP provides for the possibility of internal testing, while testing the device's memory, as well as Flash-memory.

7.5 Obtaining information about the state of CCP

On the Service mode — Status tab, you can get information about the CCP status:

device name;
protocol version;
date and time of the CCP;
KKT serial number;
the mode in which the CCP is located;
a sign that the CCP is activated;
a sign of an open shift;
information about the printer (the presence of paper and the opening of the cover);
information about FN (number, activation sign, validity period, number of registration, version FN software);
information about the last document in the FN (the document for which the FDD is generated).

7.6 Programming mode

The Programming mode tab allows you to program some options in the CCP.

To get the current data in the CCP, click the Refresh button. To write the changes to the CCP, click the Save button.

The General tab of the Program Mode section allows you to set the current date and time (including the time zone).

ATTENTION: KKT DOES NOT ALLOW TO SET THE TIME LESS THAN THE DATE OF THE LAST DOCUMENT IN FN! (of the document for which the FPD was generated) When trying to set the time less than the date and time of the last document in the FN, the CCP gives the error "Error when saving the date (148)"

The Departments tab allows you to edit the Directory of departments in the CCP - there are 16 departments in the CCP to edit the name of the department or the tax rate for this department. Possible values of tax rates:

VAT rate 18%;
VAT rate 10%;
VAT rate calculated 18/118;
VAT rate calculated 10/110;
VAT rate 0%;
Not subject to VAT.

The Discounts/markups tab allows you to work with the Discounts/markups directory. To get the current CCP reference, click the Refresh button. The discount table contains 16 items.

To edit the current value of the discount/markup, select the line with the required discount/markup (by clicking on it), data on the desired discount/markup will appear in the input fields at the top, edit it, and then click the Apply button.

To write a new discount table to the cash register, click the Save button.

The Cashiers tab is designed to work with the Cashiers directory. It allows you to change the name and password of the cashier. To read the cashier's directory, click Refresh. The directory of cashiers contains 17 positions.

7.7 Export-import settings

The MESCHERA Control Center provides for the export and import of settings, which allows you to configure several CCPs of the same type in a row.

8. Refueling check tape

To fill the check tape, you must perform the following steps:

Open the CCP cover vertically upwards.
Place the ribbon roll inside the compartment with the paper facing away from you (ribbon inside side up).
Pass the end of the tape through the edge of the compartment to the outside, close the cover, the paper will be loaded automatically.

9. Procedure for commissioning CCP

If the equipment was transported at low temperatures, then before using the CCP, it is necessary to keep it at room temperature for at least 6 hours without unpacking.

Before unpacking the CCP, it is necessary to check the integrity of the package.

When unpacking the CCP, you must:

check the complete set in accordance with the Passport;
make sure that there are no external defects that could have occurred during transportation;
check the compliance of the CCP serial number with the number specified in the CCP Passport.

When choosing a place to install a CCP, you must be guided by the following guidelines:

direct light should be avoided;
the use of CCP in places with high dust content is not allowed;
it is not allowed to use CCP in places near open fire;
it is not allowed to use CCP in places near central heating radiators or heating devices (the distance must be at least 1 m), refrigeration rooms or air conditioners;
it is not allowed to use CCP in places with high humidity, as well as in places where water can get on CCP;
it is necessary to exclude the influence of vibration or shock;
a power supply network with a ground wire must be connected to the installation site of the CCP.

10. Troubleshooting

CCP does not respond to commands from the MESHCHERA Control Center:

Some command is being processed - wait for the current operation to finish.
A paper jam has occurred - release the paper.
The printer is out of order - troubleshoot according to the operating and repair documentation or contact a service organization,
The CCP is out of order - fix the problem according to the operational and repair documentation or contact the service organization servicing this CCP.

KKT is blocked when the date and time differ from the FN timer:

The registration of fiscal documents is blocked in the cash register due to the discrepancy between the date and time of the cash register and the FN timer - if necessary, close the shift and enter the correct date and time in the cash register.

KKT is not included in the modes:

KKT is not included in the mode of issuing cash receipts (the shift has exceeded 24 hours) - close the shift (remove the report on the closing of the shift).
CCP is locked in date entry mode - enter the correct date.
Wrong mode number or password - check the mode and password.
The operations of registering cash registers, closing a shift, etc. have not been completed, or the data has not been transferred to the OFD (the waiting period has expired) - complete the operation and / or configure the connection for a correct exchange with the OFD.
There is no FN in the CCP (CCP is blocked) - check the connection of the FN in the CCP, check the serviceability of the FN cable, check the serviceability of the FN. If a problem is found, correct it (or contact the service department).
The cash register is blocked due to a discrepancy between the serial number of the cash register and the FN installed in it - install the FN with the correct serial number.

CCT does not respond to PC commands:

KKT is off - turn on the power.
The exchange rate of the CCP with the PC does not match the rate at which the PC sends commands - set the PC data transfer rate (see Configuring the port for communication with the computer).
When working via the RS-232 interface, the exchange rate of the CCP with the PC coincides with the rate at which the PC sends commands, but the communication channel does not allow data to be transmitted at such a rate without errors - set the data transfer rate between the PC and the CCP to 4800
Connecting cable not connected or defective - connect or replace cable.
The CCP is out of order - troubleshoot according to the operational documentation or contact the manufacturer of the CCP, or a service organization servicing this CCP model.

KKT is not included in the mode of issuing cash receipts

The FN archive is closed - install a new copy of the FN and re-register the cash register in connection with the replacement of the FN.

KKT gives an error "No paper":

Paper is out, please insert paper.
Check the paper sensor - if a problem is found, it is recommended to contact a service organization.

There was a failure when removing the report on the closing of the shift, the CCP gives the error "The report was interrupted":

need to close the shift again.

Missing printing of one or more points:

The printhead is faulty - it is recommended to contact the manufacturer or a service organization servicing this CCP model.

Missing print:

The print head is defective - it is recommended to contact the service organization.
Insufficient pressure of the print head - it is recommended to contact the service organization.
Insufficient print brightness - increase print brightness.

When turned on, the CCP prints out

FLASH ERROR:

The CCP is out of order - it is recommended to contact the CCP manufacturer or a service organization servicing this CCP model.

FN NOT FROM THIS CCP

Establish the FN with which the registration of this copy of the CRE was performed.

MUST SEND FD

Establish a connection with the OFD - send data on the fiscal document.

It is necessary to re-enter the registration details of the CCP and register the CCP.

Enter the correct details and parameters of the CCP registration and complete the registration of the CCP.

No transport connection FN

Eliminate the problem of connecting the cash register with the FN, re-enter the data and register the cash register.

There are unsent FDs in FN

It is required to complete the sending of the FD.

11. Registration of cash registers

The user can independently register the purchased cash register by submitting an application in the cash register on the website of the tax authority. After submitting the application, the user receives a CCP registration number from the tax authority.

Before registering a cash register, it is strongly recommended to set up an Internet connection on the cash register (p. 7.2 Network connection settings Internet ), as well as fill in the data for the exchange with the OFD (clause 7.1 Setting access to the OFD)

To register a CCP yourself, follow these steps:

Connect the CCP to the computer;
Establish a connection between the CCP and the utility on the PC;
Go to the Registration tab;
Fill in all fields on the General details tab:

FTS website address;
email address sender (for cases when the check will be provided to the payer in electronic form);
registration number of the CCP;
user name;
User TIN;
address of the CCP installation;
place of installation of the CCP;
name of OFD;
TIN OFD;
select Primary registration as the reason for re-registration;
mark, if necessary, the signs that the cash register will work in offline mode, the sign of the use of the cash register when providing services, the sign of the need to encrypt documents when sending to the OFD, the sign of the sale of excisable goods, or the sign of operation as part of an automatic settlement device (in this case, fill in also the column Number of the machine, which appears when this flag is set);

If the CCP will work offline, the name and TIN of the OFD are not indicated (the CCP uses 000000000000 as the TIN of the OFD)!

Go to the Agent Feature tab, specify the agent feature(s), if any;

Go to the Taxation system tab, specify the applicable taxation systems.

Press the button Preprint” and print the preliminary registration details.

If all the details are correct, then click the "Perform Registration" button, wait for the printed Registration Report.

PAY ATTENTION: KKT controls the registration number of KKT. If an incorrect registration number is entered, an error message is displayed

Re-registration of cash register equipment without replacing the FN is carried out in the following cases:

OFD change,

Change of user details (except for TIN),

Change of address and (or) place of installation (application) of CCP,

Changing the CCP settings (data transfer mode, CCP model version).

12. Re-registration of cash registers in connection with the replacement of FN

FN replacement - a procedure that determines the beginning of the functioning of a new FN as part of the CCP.
FN replacement is carried out in the following cases:
FN archive is full;
the service life of the FN has expired;
fn error.
An indication of the need to replace the FN is the printing on the receipt tape in the shift opening report or in the shift closing report of one of the following messages:

Before replacing the FN, it is necessary to carry out the operation of closing the fiscal regime on the existing FN.
Perform re-registration by selecting the reason for re-registration “FN replacement”.

13. Obtaining data from the FN archive

CCT allows you to get the following data from the FN* Archive:
- report on the current state of settlements;
- fiscal document by number;
- confirmation of the OFD on receipt of the fiscal document by document number (button "Print a receipt for receipt of the FD in the OFD by number");
- a report on the number of fiscal documents that do not have OFD confirmation of their acceptance (button "Report on the number of FD without a receipt);
- report on registration/re-registration by report number;
- fiscal document in TLV format ("Print FD in TLV format" button);
- report on the parameter of registration/re-registration of cash register equipment by report number (button "Report on the parameter of fiscalization by number").
To get data using the MESCHERA Control Center, go to the Reporting Mode tab, and then to the FN Reports tab

* The CCP will be able to provide the User using the CCP in the “offline” mode with “reading the fiscal data of all fiscal documents contained in the FN in order to submit these fiscal data to the tax authorities” after the competent authority publishes the procedure and procedure for submitting the specified fiscal data to the tax authorities.

14. Closing the fiscal regime of FN

Closing the fiscal regime of the FN is a procedure that completes the functioning of the FN in the fiscal regime and transfers the FN to post fiscal regime. In the post-fiscal mode, it is impossible to generate new fiscal documents, but only transfer documents to the OFD and access to the FN Archive. After closing the fiscal mode, the Report on the closing of the fiscal accumulator is printed.

The closure of the fiscal regime of the FN is possible only after the next closing of the shift in the absence of untransmitted OFD documents.

ATTENTION: CLOSURE OF THE FISCAL REGIME OF FN IS AN IRREVERSIBLE PROCESS THAT ENSURES THE UNCONDITIONAL REPLACEMENT OF FN WITH A NEW (Except for the case of deregistration of the cash register with the tax authority)

To close the FN fiscal regime using the MESHCHERA Control Center, do the following:

Opening shift

All checks are issued in some shift. It is not possible to issue a check during a closed shift. To open a shift, click the "Open shift" button, wait for a message that the shift is open and a printed report on the opening of the shift.

Issuing a check

Making a check consists of several steps.

Step 1. Open a check

Click the "Open check" button, wait for the message that the check is open.

Step 2: Submit general details check

General requisites — common requisites of the receipt, which are sent once. These are the following details:

sign of calculation;
taxation system
telephone or email address of the buyer;
additional details of the check (if necessary).

To send the details, click the "Send details" button and wait for a message that the details have been sent.

Step 3: Enter Item Data

Go to the Position Registration tab

Quantity of goods;

The amount of the commission (remuneration) of the paying (or banking) agent and its type - percentage or sum (in the case when the commission is 0, it is not registered in the CCP) - indicated in the course of activity of a paying agent or bank paying agent;

Position tax (default 0 — not specified, the tax programmed for the section to which the position will go is taken);

The section to which the position will go (default 0 - the first section, the commission in case of accrual always goes to section 1);

Click the "Register position" button, wait for the message that the position is registered.

Step 4. Entering information about the supplier and paying agent

If you act as a paying agent (subagent) or a bank paying agent (subagent), then you must specify the data. If you are not an agent, just leave the details blank. Click the Agent and Vendor subtab.

In the Paying agent line, do one of two things:

Step 5. Payment

If the payment is in cash and the payment amount is equal to the amount of the check, you can skip this step and go directly to step 6.

Go to the Payment tab. Select the type of payment and enter the Amount. There can be several payments, however, if at least one type of payment in the check is different from Cash, the amount of all payments must match the amount of the check.

Step 6. Closing the receipt

Click the Close check button, wait for the message that the check is closed.

Cancel Position

To cancel a registered position in an open receipt, specify the item name, price and quantity in the Position data on the Position registration tab and click the "Cancel position" button. The first position of the receipt, the data of which matches the specified ones, will be cancelled.

Check cancellation

To cancel an open receipt, click the "Cancel receipt" button.

Issuing a correction check

To issue a correction receipt, go to the "Correction receipt" tab, fill in all the required fields and click the Correction receipt button.

Deposit/withdrawal
