March of this year Arvydas Alutis took over as CEO of Rostelecom - Retail Systems LLC (RRS). The new leader set the task of increasing the customer focus and efficiency of the retail network. In a conversation with a ComNews correspondent, Arvydas Alutis told what results he wants to achieve in his new post and why Rostelecom's offices will eventually turn into showrooms.
You headed RRS in March of this year. Have you managed to draw a general picture of how RPC will develop in the coming years?
The program of necessary changes as a whole was formed by May, because it took a couple of months to understand what state we are in now. Three big blocks of tasks are now absolutely obvious to me.
The first is connected with Rostelecom itself and with the organization of sales of services for the B2B segment. Our offices have traditionally been aimed at working with the mass segment. At the same time, I am sure that for a client, any point of contact with Rostelecom should be universal. To date, we have already launched sales of contracts for the B2B segment throughout our retail. In August, the corporate customer service system will be fully operational in all our offices.
The second big block concerns the optimization of the location of sales and service centers. Rostelecom's retail network has its own history and peculiarities. If the retail of other operators grew along with the operators themselves, from top to bottom, then Rostelecom historically followed a different path. It was originally present in almost all settlements. Most of the offices opened on technological facilities: where there were empty areas, and not where it is convenient for the client. Now we will go where it is convenient for the client. We will significantly strengthen our presence in large cities.
The third block concerns a large range of work on automation and improvement of business processes. By the end of this year, payment acceptance terminals will appear in PPC sales offices. the main task in this block - unload employees to provide more intellectual services and saving clients time on template operations.
- How does PPC plan to make the point of contact with customers universal?
Customer preferences have changed a lot over the past seven or eight years. If earlier it was necessary to go to a separate office or store for each product, now we spend weekends, free time in shopping malls. All offers for all audiences are accumulated there. And the operator's office should turn into a kind of showroom for various products and services, so that you can safely enter and choose the offer you like. And we are just about to undergo such a transformation.
We see the placement of Rostelecom outlets in shopping centers as promising. On the this moment these are rather isolated cases. But in the near future we intend to use this format on a massive scale - from a lightweight portable structure to a "mobile island" or a full-fledged office where it is justified. "Mobile islands" are racks of five or six square meters, which do not require many jobs, this is quite enough for effective work with clients. We plan to make it interesting to visit such showrooms not only for users of Rostelecom services. To do this, we will actively expand the range of goods and services sold by third parties - smartphones, phones, tablets, accessories, etc.
Rostelecom's retail network now includes more than 1,000 sales and service centers throughout the country. To what extent is this quantity optimal for Rostelecom? Are there any plans to change this number up or down?
If we talk about the number of salons, then we plan to stay within the existing limits - about 1000. But, as I said, we strive to become closer to customers. Sales offices of Rostelecom are mainly located in cities with a small population, and we are less represented in large cities. On the one hand, this is good. This means that we are where no one else is. On the other hand, this means that it is important for us to strengthen our presence in large cities.
We are now actively calculating and working on the issue of exactly where we need to increase our presence, and by the end of the year we will begin practical implementation.
- Are there any plans to sell contracts of other telecom operators?
The experience of cooperation with other operators has already been, a kind of test of the pen. We looked at whether there is a need for customers in certain markets, a demand within the framework of multi-brand retail. As a result, we realized that this direction is not quite suitable for us. Rostelecom itself provides mobile communication services, so the sale of operator products is a priority for us.
In the spring, you said that the promotion and connection of complex and innovative products remained a priority for Rostelecom. What are complex, innovative products?
We have had elements of innovative products for a long time. For example, this is "Interactive TV" with a large number of additional services or solutions of the " smart House". In the near future, we plan to launch sales of contracts and equipment services in our entire retail network. satellite internet. All these services require a certain preparation of the client in order to make the consumption of the service complete and comfortable.
What additional services does RPC currently provide? According to your data, which of them are most in demand by customers?
In general, the range of goods and services is quite large. From demanded I can note money transfers and acceptance of payments. Another very interesting service is the issuance of orders from online stores. By the end of the year, we plan to launch our own online store. I'll add that Rostelecom's website has huge traffic. The audience of the online store will be measured by hundreds of thousands of potential buyers. The e-commerce project should become part of the operator's retail network, combining offline and online sales.
In 2015, Rostelecom's retail network consisted of 1.7 thousand sales and service centers employing more than 6,000 people. How many employees work at RRS now?
About 5.5 thousand. It is important to look not at the number, but at how effectively employees work. If now the main profile is the service load, maintenance operations, then in the future this load will gradually change. Accordingly, the profile will change professional development and employee training.
- How does PPC change the burden on employees?
If we are talking about the work of an employee in a company, then there are two directions. The first is specialization, when an employee knows only a particular area very well. At the same time, the amount of knowledge that is required in all areas of activity is often redundant. There is a lot to know, but a narrow set of skills to apply.
The second is work in billing and other IT systems. This work with the IT infrastructure at the point. By launching the Middle Office project ("middle office" - a group of departments responsible for checking and directly processing client operations - Note. ComNews), we left the part of the work that is related to the client for the first direction. Everything else is handled by the Middle Office. Applications come there, and the task of Middle Office employees is to process applications efficiently and quickly. As a result of this separation, productivity has increased dramatically, the error rate of employees has decreased, and queues have shortened. In addition, the project helped short time organize work with the B2B segment. The project started in May, so far three business processes have been transferred to the Middle Office, and we will increase their number by the end of this year. Our task is to make employees more engaged with the client, and not waste time working with processes.
- What are the main trends in the development of specialized retail chains in recent years, can you note?
If we are talking about what happened in the market, then the consolidation of retail around the operators themselves is obvious. In fact, there is no independent retail in Russia. Previously, Svyaznoy and Euroset were independent federal networks. Now they belong to VimpelCom and MegaFon.
In addition, store chains in certain regions operating under their own brand are greatly reduced, and there are practically none left in Moscow.
Another trend is that own retail is becoming a key sales and service channel for operators. However, we were originally a mono-brand retailer, and we did not have any additional experiments. The only exception is that we work very closely with Tele2.

I DO NOT RECOMMEND THIS HELL TO ANYONE! After Rostelecom separated service offices into a separate commercial organization the so-called "Rostelecom retail systems" suffer not only subscribers, but first of all the employees of this enterprise! Stationery for the office is purchased at the expense of employees, the office is deprived of drinking water, earlier water was supplied at the expense of Rostelecom, now the greedy management saves on everything! And moreover, we order water for our own money! The organization is aimed only at commissioning maximum profit, they do not care about the quality of service and subscribers. Bonuses are cut, deceived, there are delays. With career growth everything is also bad, Rostelecom carried out certification and raised the level of employees, assigning them categories, and accordingly the salary increased. In Rostelecom, retail chains, PPC for short, canceled all this. As you came to a salary of 19500, you will work with him until retirement. Employees were loaded with the sale of complementary services: SIM cards, megaphone, tele 2, alpha insurance, VTB and Sberbank. Well, tell me, which of the normal people will go to Rostelecom to buy insurance or Simka?! How to make a sales plan? Of course, we offer each client who comes to the office for a completely different reason, but basically there is a refusal. People save on everything in our time, what kind of Rostelecom insurance can we talk about ?! Management doesn't care, they want profit! Every day begins with pressure from the manager: sales are needed! The offices also added cash desks, i.e. again to do extra work for the same salary. The cash desk is a liability, in normal companies they pay extra for it. Okay, that's half the trouble. The cash desk is in the public domain, that is, there is nothing behind the customer service desk, there is no partition. Also, there is no panic button in the office! There is no security in the office! No video cameras! This is fine?! We simply accept payments at our own peril and risk, there can be no question of security. Again, the guide saves on everything!!! In this regard, half of the employees quit, and people worked for 5-7 years! The leaders didn't even stop them. With the words: many more will come to your place! As a result, employees were recruited from all offices to help, barely 4 people were recruited. Should work 7! As a result, huge queues of dissatisfied subscribers, people waiting in line for 2 hours. They yell, they get nervous, and all this negativity is directed at the operators. Due to the lack of employees, they made a 5-day week from 10 to 19 (previously they worked from 10 to 20 in shifts). I sat down at work as soon as I arrived, then for half an hour a break at 12 o'clock, then again as I sat down and did not come off until the second break for half an hour somewhere at 4 o'clock, 4:30. You work without stopping. Eyes hurt, constant flow does not give customers a break, there is no time to sort out their papers. And the management doesn’t care that you served 100 people in a day, if you didn’t sell a single insurance, that’s all, you didn’t work well! Also, the door is closed exactly at 19:00 and it doesn’t matter that there are still 15 people in the office in line (it takes an average of 20 minutes to serve one subscriber, or even more depending on the client’s request), as a result, employees are forced to serve everyone who came in before 7 o’clock. Employees are late for 40-60 minutes after work to serve everyone. Moreover, this time Nikah is not paid and is not encouraged. We work for free after 7. We also come to work twice a week for planning meetings an hour earlier, listen to the same thing that we don’t even know how to sell, we need sales, we don’t care about service and consulting, we have to sell. This time is also unpaid. A whole 8-hour working day goes out in a month. Interns come, run away the next day after they see all this trash. Therefore, we have been working in this mode of shortage of employees for the 2nd month. I do not advise anyone to go to work in a wonderful company "Rostelecom Retail Systems". This is hell! The worst company I have ever worked for! By the way, another moment, even the head of the office at Lenina 5, who had worked for 20 years, quit her job! A new leader came and a month later she ran away ... Here's a complete picture of what's going on in the RRS. I myself worked for a year and two months, of which 10 months in the RRS, I just run from there without looking back!
