This job description was developed in accordance with the Federal norms and rules in the field of industrial safety "Safety rules for hazardous production facilities that use lifting structures" approved by order of Rostekhnadzor dated November 12, 2013. No. 533. Rules for the organization and implementation of production control over compliance with industrial safety requirements at a hazardous production facility, approved. Decree No. 263 of March 10, 1999 (as amended by Decrees of the Government of the Russian Federation No. 49 of February 1, 2005, No. 526 of June 21, 2013), hereinafter referred to as the Rules.

1. General Provisions

1.1. In accordance with the Rules, an organization ( individual entrepreneur), operating HIFs with lifting facilities (hereinafter referred to as PS) must appoint a specialist responsible for the implementation of production control during the operation of PS.

1.4. The specialist responsible for the implementation of production control during the operation of the substation is appointed by order of the Deputy General Director for Production after passing certification in the prescribed manner for knowledge of the Rules and job description.

1.5. Periodic verification of the knowledge of the specialist responsible for the implementation of production control during the operation of the substation should be carried out at least once every 5 years in the prescribed manner.

1.6. The specialist responsible for the implementation of production control during the operation of the substation reports to the Deputy General Director for Production.

1.7. The specialist responsible for the implementation of production control during the operation of the substation must work according to the plan approved by the Deputy General Director for Production. On the implementation of the work plan, the specialist responsible for the implementation of production control during the operation of the substation must submit a monthly report to the Deputy General Director for Production.

1.8. The specialist responsible for the implementation of production control during the operation of the substation must have a secondary specialized or higher technical education corresponding to the profile of the production facility;

1.9. The specialist responsible for the implementation of production control during the operation of the substation also supervises the safe operation of removable load-handling devices, containers and crane tracks.

1.10. During a vacation, business trip, illness or in other cases of absence of a specialist responsible for the implementation of production control during the operation of the substation, the execution of his duties should be assigned by order to another employee who has the appropriate qualifications and has passed certification.

1.11. The specialist responsible for the implementation of production control during the operation of the substation must know:

1) HIF safety rules on which PS are used;

2) Rules for organizing and exercising production control over compliance with industrial safety requirements at a hazardous production facility;

3) Rules for the technical operation of consumer electrical installations and Labor protection rules for the operation of consumer electrical installations;

4) This manual, instructions for the specialist responsible for the safe performance of work using PS, instructions for the specialist responsible for maintaining the PS in good condition.

6) job descriptions for personnel for the maintenance of hoisting machines;

7) instructions for supervising the manufacture, repair and installation of lifting structures;

2. Responsibilities

2.1. The specialist responsible for the implementation of production control during the operation of the substation is obliged to:

1) supervise the technical condition and safe operation of hoisting machines, removable load-handling devices, containers, crane tracks and take measures to prevent violations of safety rules;

2) carry out inspection of hoisting machines and issue a permit for their operation in cases stipulated by safety rules;

3) control the implementation of the instructions issued by the bodies of Rostekhnadzor and their own, as well as other instructions of the bodies of Rostekhnadzor on the prevention of accidents and accidents during the operation of lifting structures;

4) monitor compliance with repair schedules, technical services And periodic inspections lifting structures, crane tracks and inspection of removable load-handling devices and containers;

5) participate in commissions for periodic testing of the knowledge of maintenance and repair personnel;

6) check compliance with the procedure established by the safety rules for allowing personnel to service hoisting machines, as well as the knowledge of the personnel at the workplace;

7) control the availability and implementation of instructions by maintenance personnel, specialists responsible for maintaining the PS in good condition and specialists responsible for the safe performance of work using the PS;

8) check compliance with the requirements of safety rules, projects for the production of work and technological maps in the production of work by hoisting machines, paying Special attention on the:

a) the correct installation of cranes and hoists during their operation;

b) compliance with work permits when performing work near power lines and on crane tracks of bridge and cantilever mobile cranes;

c) the correctness of the applied methods of slinging loads and the choice of removable load-handling devices and containers;

d) compliance with the dimensions of the warehousing of goods;

e) the use by workers of the correct methods of work and their observance of personal security measures;

9) control the conduct of surveys of lifting structures of machines that have completed their standard service life by specialized organizations within the established time limits;

10) check at the work site for the availability of technical documentation for the operation of lifting machines and its compliance with safety rules;

11) control compliance with the procedure for putting hoisting machines into operation established by safety rules;

12) check compliance with the procedure established by the owner for the allocation and direction of self-propelled jib cranes, loader cranes and hoists to objects;

13) be present at inspections of the state of technical safety of lifting structures by representatives of Rostekhnadzor bodies or specialists of an engineering center that has the appropriate permit (license) to carry out such work.

2.2. The specialist responsible for the implementation of production control during the operation of the PS should not allow them to work if, during the check, he established that:

1) maintenance of the substation is carried out by an uncertified crane operator, a driver (operator) of a loader crane, a pipe-laying crane, a construction hoist driver, a slinger, a cradle worker;

2) specialists responsible for maintaining the PS in good condition and specialists responsible for the safe performance of work using the PS have not been appointed;

3) the period of technical examination of the PS or a special examination of the PS that has completed its standard service life has expired;

4) instructions (acts) issued by him or Rostekhnadzor bodies to ensure safe operation PS;

5) technical malfunctions were identified on the lifting structure: cracks or deformations of metal structures, loosening of fasteners in the joints of metal structures, malfunction of safety devices and devices, malfunction of the control system, unacceptable wear of hooks, ropes (chains) and their fasteners, malfunction of mechanisms and brakes, malfunction of the crane or rail track, malfunction of grounding or electrical equipment, non-compliance of the electrical circuit of the construction hoist with the project;

6) there are no removable load-handling devices and containers corresponding to the mass and type of transported goods or they are faulty;

7) work is being carried out without projects for the production of work, technological maps, work permits;

8) the measures for the safe conduct of work, set out in the projects for the production of work, have not been implemented, technological maps, work permits;

9) the passport of the hoisting machine or information about its registration with the bodies of Rostekhnadzor are missing, lost;

10) work with the use of PS is carried out with dangerous violations of the rules and instructions, which can lead to an accident or injury to people.

2.3 The specialist responsible for the implementation of production control during the operation of the substation upon detection of violations specified in clause 2.2 of the Instruction is obliged to immediately notify the general director (deputy general director for production) about this, with the issuance of an appropriate order.

3. Rights

3.1. The specialist responsible for the implementation of production control during the operation of the substation has the right to:

1) visit at any time, in accordance with the procedure established at the enterprise, the areas where lifting machines operate, check them technical condition, operating conditions, as well as compliance by engineering and technical workers and maintenance personnel with safety rules and production instructions;

2) issue appropriate instructions to prevent the operation of the PS in the cases specified in clause 2.2 of this instruction;

3) demand from technical services enterprises, specialists responsible for maintaining hoisting machines in good condition and for the safe performance of work by lifting structures, presenting documents for verification on issues related to the operation of the substations;

4) issue binding instructions (acts) and set deadlines for the elimination of identified violations;

5) participate in the activities of the commission to investigate the causes of accidents, incidents and accidents at hazardous production facilities;

5) raise a question with the administration of the enterprise (organization) about the removal of untrained and non-certified persons from the maintenance of lifting machines, as well as persons violating safety rules and instructions;

6) raise the issue of punishing employees responsible for violations of safety rules and instructions.

4. Responsibility

4.1. The specialist responsible for the implementation of production control during the operation of the substation is responsible in accordance with applicable law for:

1) violation of safety rules and failure to comply with the job description;

2) failure to take measures to prevent the operation of hoisting machines with dangerous violations of safety rules and instructions that can lead to an accident or injury to people.

150. Operating organizations are obliged to ensure the maintenance of the substation in working order and safe conditions for their work by organizing proper supervision and maintenance, technical examination and repair.

151. The number of specialists of the operating organization should be determined by the operating organization's administrative act, taking into account the requirements of subparagraph "g" of paragraph 23 of these FNR, as well as taking into account the number and actual operating conditions of the substation.

152. For the period of vacation, business trip, illness or in other cases of absence of responsible specialists, the performance of their duties is assigned by the administrative act of the operating organization to employees replacing them in their position, who have the appropriate qualifications, who have been trained and certified.

153. Periodic verification of knowledge of job descriptions and these FNR by specialists responsible for the implementation of production control during the operation of the substation, specialists responsible for maintaining the substation in working condition, and specialists responsible for the safe performance of work should be carried out in accordance with the administrative act of the operating organization and carried out by its committee.

154. For the management of the substations and their maintenance, the operating organization is obliged to appoint by an administrative act hoist drivers, crane operators (operators), their assistants, slingers, locksmiths, electricians, cradle workers and adjusters (except adjusters of involved specialized organizations).

Employees of other organizations who meet the requirements specified in the manual (instruction) for the operation of the lift (tower) may be allowed as workers of the cradle of lifts (towers) after these workers have been instructed by a specialist responsible for the safe performance of work using PS.

Workers trained in accordance with the requirements set forth in the manual (instruction) for the operation of such a substation may be allowed to control the substation from the floor or from a stationary console, and remote control(by radio), in addition, taking into account the requirements set forth in the manual (instruction) for the operation of the remote control system.

155. To control a truck crane (crane-manipulator), an auto-hydraulic lift (tower), a car driver may be appointed after he has been trained in the prescribed manner.

156. In order to ensure industrial safety, the operating organization is obliged to provide the personnel with production instructions that define their duties, the procedure for the safe performance of work and responsibility. Manufacturing Instructions personnel must be issued against receipt before they are allowed to work.

157. In cases where the area served by the PS is not completely visible from the control cabin (from the control place), and in the absence of radio or telephone communication between the operator (crane operator) and the slinger, a signal must be assigned to the operator (crane operator) to transmit a signal slinger signalman. Such signalmen are appointed by a specialist responsible for the safe performance of work using PS.

Since the enterprise is engaged in the production of reinforced concrete products, it uses lifting facilities. At the same time, in organizations where the production of work using the PS is carried out at one site (workshop), it is allowed for one specialist to combine the duties of the person responsible for maintaining the PS in working condition and for the safe production of work.

In addition, it should be borne in mind that the employee responsible for the implementation of production control must have:

Higher technical education corresponding to the profile of the production facility;

At least 3 years of work experience in a relevant job at a hazardous production facility in the industry;

A certificate confirming the completion of industrial safety certification (clause 9 of the Rules for organizing and exercising production control over compliance with industrial safety requirements at a hazardous production facility, approved by Decree of the Government of the Russian Federation of March 10, 1999 N 263).

Therefore, if the labor protection specialist meets the requirements for employees responsible for the implementation of production control, he can combine his functions with the performance of the work of one safety specialist. Or, under the above conditions, combine the duties of a specialist responsible for maintaining the PS in working condition and a specialist responsible for the safe performance of work using the PS.

The employer is not entitled to assign the duties of all safety specialists to a labor protection specialist.

Organizations that operate hazardous production facilities are required to conduct production control over compliance with industrial safety requirements. It gives an idea of ​​the state of industrial safety in the enterprise and helps to prevent accidents.

What documents are needed for production control

The main document on which production control is carried out is the Regulation on Production Control (hereinafter referred to as the Regulation). It regulates the entire production control procedure - from planning and conducting internal audits to the procedure for recording the results of control. What is production control?

Production control takes place in three levels.

First level These are operational inspections during which they control the compliance of personnel and contractors with industrial safety requirements.

Reviewers must:

  • get acquainted with the technical documentation on the issues being checked;
  • identify violations of the rules in the workplace;
  • selectively check the knowledge of industrial safety with specialists;
  • remove untrained employees from work;
  • suspend work if a violation is detected that threatens people's lives or may lead to an accident;
  • establish a deadline for the elimination of violations;
  • inform the immediate supervisor about the identified violations and the measures taken.

Second level control means targeted checks. They are needed to make sure that all industrial safety measures are carried out in a quality and timely manner.

Reviewers evaluate:

  • condition of production facilities, organization of work and their compliance with industrial safety requirements;
  • implementation of previous regulations based on the results of operational, comprehensive and targeted inspections;
  • training, certification of managers, specialists and workers and their admission to independent work;

Who will be in charge of production control

Production control is carried out by an employee appointed by order of the head, or the production control service. If the enterprise employs less than 150 people, then one of the deputy heads of the enterprise is appointed responsible for production control. With a staff of 150-500 people, a separate specialist is allocated who will deal only with production control. If the HIF employs more than 500 workers, it is necessary to create a production control service.

What documents are issued based on the results of control

A report is generated after each level of control. It describes the purpose of the audit, identified violations, proposed measures and the timing of their elimination. Reports approves CEO or branch manager. Then they are transferred to the department of industrial safety and labor protection, where specialists:

  • fill in the register of industrial safety measures at HIFs;
  • control the elimination of identified violations;
  • according to the information received, prepare for the annual technical meeting with the management;
  • submit to Rostekhnadzor information on accidents and incidents, their causes and measures taken, as well as on production control.

1. General Provisions

1.1. This model regulation was developed on the basis of the Federal Law "On Industrial Safety of Hazardous Production Facilities", approved by Decree of the President of the Russian Federation of July 21, 1997 No. 116-FZ, the Rules for organizing and exercising production control over compliance with industrial safety requirements at a hazardous production facility, approved by a government decree of the Russian Federation dated 10.03.99 No. 263, the Rules for the Design and Safe Operation of Pressure Vessels, approved by the Decree of the Gosgortekhnadzor of Russia dated 18.04.95 No. 20.

1.2. The regulation establishes the procedure for organizing and exercising production control over compliance with industrial safety requirements in the operation of pressure vessels, and is mandatory for all legal entities regardless of the organizational and legal form.

2. Organization of production control

2.1. Each organization operating pressure vessels develops a regulation on production control, taking into account the purpose of pressure vessels.

2.2. The regulation on production control is approved by the head of the operating organization with the obligatory approval of the relevant territorial body of the Federal Mining and Industrial Supervision of Russia.

2.3. The head of the operating organization is responsible for the organization and technical support of production control in accordance with the legislation of the Russian Federation.

2.4. The main tasks of production control:

a) ensuring compliance with industrial safety requirements in the operating organization;

b) analysis of the state of industrial safety in the operating organization, including through the appropriate examinations;

c) development of measures aimed at improving the state of industrial safety and preventing damage to the environment;

d) control over compliance with industrial safety requirements established federal laws and other regulatory legal acts;

e) coordination of work aimed at preventing accidents on pressure vessels and ensuring readiness for localization of accidents and liquidation of their consequences;

f) control over the timely conduct of technical examinations and diagnostics of pressure vessels, repair and verification of control measuring instruments;

g) control over the observance of technological discipline.

2.5. Production control in the operating organization is carried out by an employee or production control service appointed by the decision of the head of the organization.

2.6. The functions of the person responsible for the implementation of production control are recommended to be assigned to:

for one of the deputy heads of the operating organization, if the number of personnel servicing pressure vessels is less than 150 people;

for a specially appointed employee, if the number of personnel serving pressure vessels is from 150 to 500 people;

for the head of the production control service, if the number of personnel servicing pressure vessels is more than 500 people.

2.7. The employee responsible for the implementation of production control must have:

higher technical education corresponding to the profile of production, which operates pressure vessels;

at least 3 years of experience in servicing pressure vessels;

a certificate confirming passing the test of knowledge of the Rules for the Design and Safe Operation of Pressure Vessels and other regulatory documents for the operation of vessels.

2.8. Organizations operating pressure vessels annually submit information on the organization and technical support of production control to the territorial bodies of the Gosgortekhnadzor of Russia.

2.9. Information on the organization and technical support of production control should contain the following information:

a) an action plan to ensure industrial safety for the current year;

b) organization of industrial safety management system;

c) the name of the employee responsible for the implementation of production control, his position, education, work experience in the specialty, the date of the last certification in the field of industrial safety;

d) the number of pressure vessels, with a description of the main potential sources of danger and the possible consequences of accidents;

e) implementation of the action plan to ensure industrial safety, the results of inspections, the elimination of violations, the implementation of the instructions of the Federal Mining and Industrial Supervision of Russia for the past year;

f) action plan for localization of accidents, incidents and elimination of their consequences;

g) the state of technical support for work on the implementation of production control;

h) copies of the liability risk insurance contract for causing harm during the operation of pressure vessels;

i) condition of pressure vessels subject to mandatory certification;

j) the results of the survey and control tests of pressure vessels;

k) a plan for conducting control and preventive inspections for the next year;

l) assessment of readiness of employees of the operating organization to act during an accident;

m) description of accidents and accidents that occurred during the operation of pressure vessels, analysis of the causes of their occurrence and measures taken;

o) training and certification of managers, specialists and other employees involved in the operation of pressure vessels in the field of industrial safety.

3. Responsibilities of the person responsible for the implementation of production control

3.1. The employee responsible for the implementation of production control is obliged to:

a) ensure monitoring of compliance by employees servicing pressure vessels with industrial safety requirements;

b) develop a work plan for the implementation of production control in the subdivisions of the operating organization;

c) conduct comprehensive and targeted inspections of the state of industrial safety during the operation of pressure vessels, identify hazards in the workplace;

d) annually develop an action plan to ensure industrial safety based on the results of the inspection of the state of industrial safety and attestation of workplaces;

e) organize the development of action plans for the localization of accidents, incidents and the elimination of their consequences;

f) organize work on the preparation of the industrial safety review of pressure vessels;

g) participate in the technical investigation of the causes of accidents, incidents and accidents;

h) analyze the causes of accidents and incidents in the operation of pressure vessels and keep records of them;

i) organize training and certification of employees servicing pressure vessels in the field of industrial safety;

j) participate in the introduction of new technologies and new equipment;

k) bring to the attention of employees information about changes in industrial safety requirements established by regulatory legal acts, provide employees with the specified documents;

l) make proposals to the head of the organization:

on carrying out measures to ensure industrial safety;

on elimination of violations of industrial safety requirements;

on the suspension of work carried out on pressure vessels in violation of industrial safety requirements, endanger the life and health of workers, may lead to an accident or cause damage to the natural environment;

on the removal from maintenance of pressure vessels of persons who do not have the appropriate qualifications, who have not undergone timely training and certification in industrial safety;

on bringing to justice persons who violated industrial safety requirements;

m) inspect vessels in working condition and check compliance with the established regimes during their operation;

o) exercise control over the preparation and timely presentation of vessels for examination;

o) carry out technical examination of vessels in cases stipulated by the rules;

p) keep a book of accounting and examination of vessels that are on the balance sheet of organizations, both registered with the Gosgortekhnadzor of Russia, and not subject to registration;

c) check the issuance of instructions to maintenance personnel, as well as the availability of instructions at the workplace;

r) check compliance with the procedure for allowing workers to service vessels established by the rules;

s) check the correctness of maintaining technical documentation during the operation and repair of vessels;

t) participate in surveys and technical examinations of vessels conducted by an inspector of the Gosgortekhnadzor of Russia or a specialist of an organization that has a permit (license) from the Gosgortekhnadzor of Russia.

3.2. The employee responsible for the implementation of production control ensures control of:

a) for the fulfillment of the conditions of licenses for activities related to the operation of pressure vessels;

b) installation, reconstruction, repair of pressure vessels;

c) to eliminate the causes of accidents, incidents and accidents;

d) timely testing and technical certification, repair and verification of control measuring instruments by the relevant services;

e) for the availability of certificates of compliance with industrial safety requirements for the vessels used;

f) for the implementation of the instructions of the Federal Mining and Industrial Supervision of Russia and its territorial bodies.

4. The rights of the person responsible for the implementation of production control

The employee responsible for the implementation of production control has the right to:

a) freely visit at any time of the day all divisions of the organization where pressure vessels are operated;

b) get acquainted with the documents necessary for assessing the state of industrial safety in the operation of pressure vessels;

c) participate in the development and revision of industrial safety declarations;

d) participate in the activities of the commission to investigate the causes of accidents, incidents and accidents in the operation of pressure vessels;

e) make proposals to the head of the organization to encourage employees who took part in the development and implementation of measures to improve the industrial safety of pressure vessels.

5. Responsibility

The person responsible for the implementation of production control is responsible in accordance with applicable law for violation of safety rules and job descriptions.
