In accordance with Article 53 of the Federal Law of March 19, 1997 No. 60-FZ "Air Code Russian Federation"(Collected Legislation of the Russian Federation, 1997, No. 12, Art. 1383; 1999, No. 28, Art. 3483; 2004, No. 35, Art. 3607, No. 45, Art. 4377; 2005, No. 13, Art. 1078; 2006, No. 30, items 3290, 3291; 2007, No. 1 (part I), item 29, No. 27, item 3213, No. 46, item 5554, No. 49, item 6075, No. 50, item 6239, Articles 6244, 6245; 2008, No. 29 (Part I), Article 3418, No. 30 (Part II), Article 3616; 2009, No. 1, Article 17, No. 29, Article 3616 ) and in order to implement the Convention on International Civil Aviation (Chicago, 1944) I order:

1. Approve the attached Federal Aviation Rules "Requirements for air traffic controllers and instructor paratroopers".

2. Not to apply on the territory of the Russian Federation the Regulations on the classification of civil aviation specialists of the USSR, approved by the Minister of Civil Aviation of the USSR on December 19, 1988 No. 44 / I.

3. Establish that this order comes into force 30 days after its official publication.

"Requirements for air traffic controllers and skydivers-instructors"

I. General provisions

1. Federal aviation rules "Requirements for air traffic controllers and instructor paratroopers" (hereinafter - the Rules) were developed in accordance with Article 53 of the Federal Law of March 19, 1997 No. 60-FZ "Air Code of the Russian Federation" (Collection of Legislation of the Russian Federation, 1997, No. 12, item 1383; 1999, No. 28, item 3483; 2004, No. 35, item 3607, No. 45, item 4377; 2005, No. 13, item 1078; 2006, No. 30, 3290, 3291, 2007, No. 1 (Part I), 29, No. 27, 3213, 46, 5554, 49, 6075, 50, 6239, 6244, 6245; 2008, No. 29 (part I), art. 3418, No. 30 (part II), art. 3616; 2009, No. 1, art. 17, No. 29, art. 3616) and for the purposes of implementation standards and recommended practices of the International Civil Aviation Organization (ICAO).

2. These Rules establish requirements for air traffic controllers (hereinafter referred to as the ATC controller) and instructor paratroopers in the course of carrying out relevant activities in the Russian Federation when issuing relevant certificates, extending their validity, entering qualification marks, class qualifications and admission to work.

3. To be completed functional duties Air traffic controllers are not allowed persons who do not have a valid license.

4. Air traffic controllers carry out air traffic services activities within the limits of qualification marks and marks of admission to work at a specific air traffic control tower (sector), entered in the prescribed manner in the certificate, as well as the established period of its validity and in the presence of a valid medical certificate on recognition as an air traffic controller fit for work, except in cases where the scope of the air traffic controller's activity is limited to the performance of functional duties that do not require a medical certificate on recognition as an air traffic controller fit for work. The certificates of air traffic controllers contain the information specified in these Rules.

5. Medical examination of air traffic controllers and instructor parachutists is carried out in accordance with the provisions of the federal aviation regulations governing the procedure for medical examination.

6. A medical report on the recognition as fit for work is an integral part of the certificate. License holders cease to enjoy the rights of their respective ratings when they become aware of a deterioration in health that could prevent them from safely and properly exercising their rights.

7. The holder of the certificate shall exercise the rights provided by the qualification marks and marks of admission to work included in the certificate only if he retains his qualifications that meet the requirements of professional suitability.

8. In order to extend the period of validity of the license, the air traffic controller must confirm his qualifications within the framework of the available qualification mark (marks) by demonstrating the appropriate theoretical knowledge and practical skills during inspections (testing) with the following frequency:

ATC 1st class - once every three years;

air traffic controller class 2 - once every two years;

air traffic controller 3rd class - annually.

Paragraphs five - eighth of paragraph 8 are excluded according to the order of the Ministry of Transport of the Russian Federation dated February 25, 2014 No. 48.

9. The air traffic controller should not be subjected to additional checks(testing) theoretical knowledge before the expiration of the license, if he carries out his activities without obtaining the next qualification mark or advanced training, except in cases where the actions of this air traffic controller led to an aircraft accident or an aviation incident.

10. The topics of questions during the verification (testing) of theoretical knowledge to confirm class qualifications should not go beyond the confirmed qualification mark (qualification marks) and marks on admission to independent work included in the certificate.

11. In order to maintain an appropriate level of knowledge to ensure flight safety in air traffic services, the following requirements have been established for the frequency of attending refresher courses and maintaining the qualifications of personnel:

management team must attend refresher courses once every five years;

flight directors, chief controllers, instructor controllers (including simulator controllers), air traffic controllers must complete advanced training programs in accordance with their position in educational organizations secondary vocational or higher education of civil aviation or aviation training centers once every three years.

Persons who have access to air traffic services using the English language take advanced training courses in their specialty and English in a combined program.

12. Air traffic controllers providing area control service (ATC controller and radar controller) on international routes, as well as approach control service (procedural and radar approach controller) and aerodrome control service (airfield controller, landing radar controller) on international aerodromes , must demonstrate the ability to speak and understand the language used in radiotelephony communications to at least Level 4 (working) on ​​the ICAO Language Proficiency Rating Scale.*

13. Air traffic controllers qualified for air traffic services using the English language and demonstrating English language proficiency at Level 4 (working) on ​​the ICAO Language Proficiency Rating Scale must undergo an English language assessment at least once every three years.

14. Air traffic controllers qualified in air traffic services using the English language and demonstrating English language proficiency at Level 5 (Advanced) on the ICAO Language Proficiency Rating Scale are required to take an English language assessment at least once every six years.

15. Air traffic controllers qualified for air traffic services using the English language and demonstrating English language proficiency at 6 (professional) level on the ICAO Language Proficiency Rating Scale are exempted from taking an English language assessment.

II. Requirements for candidates to obtain a certificate and a qualification mark

16. To obtain an air traffic controller license with a rating, the candidate must meet the requirements set out in this paragraph and comply with the requirements of these Rules when receiving ratings:

2) education - secondary vocational or higher education, professional retraining courses;

3) the candidate has gained knowledge in at least the following areas:

a) documents regulating the activities of the air traffic controller:

b) principles, use and limitations of equipment used in air traffic services;

c) aerodynamics and flight performance of aircraft, principles of flight and operation of aircraft;

d) application and understanding of meteorological information, occurrence and characteristics hazardous phenomena weather, measurement of meteorological elements;

e) basic provisions of air navigation, principles, limitations and accuracy of navigation systems and visual aids;

f) theory and practice of air traffic service (management), types of air traffic service, general rules radio exchange and typical phraseology;

and) practical methods ensuring flight safety in the maintenance of air traffic, aviation accidents associated with shortcomings in the maintenance of air traffic;

h) English language(for candidates who intend to carry out functional duties using the English language).

4) experience (skills acquired during the internship) - the conclusion of the dispatcher-instructor on the possibility of admission to independent work and the conclusion of the dispatcher-instructor of the dispatcher simulator;

5) state of health - a valid medical certificate in accordance with the requirements for air traffic controllers, except in cases where the scope of the candidate's activity is limited to the performance of functional duties that do not require a medical certificate on fitness for work based on the results of a medical examination.

17. Requirements for entering the qualification marks of an aerodrome controller, a controller for procedural and radar approach control, a controller for a landing radar, a controller for procedural and radar control of an ATC area, in an air traffic controller certificate:

1) candidate:

a) graduated from an educational institution of civil aviation in the relevant specialization or professional retraining courses ( professional courses training);

b) additionally acquired knowledge that corresponds to the rights conferred by the qualifications referred to in paragraph 17 in the areas listed below, to the extent that they affect the range of functional duties:

aerodrome layout, physical characteristics and visual aids;

airspace structure;

applicable rules, procedures and sources of information;

air navigation aids;

essential air traffic services equipment and its use;

terrain and characteristic landmarks;

characteristic features of air traffic;

special weather phenomena;

emergency and search and rescue plans;

principles for the provision of surveillance-based air traffic services, including rules for maintaining an appropriate altitude over the terrain;

c) has been trained and tested on an air traffic controller simulator and there is a corresponding positive conclusion from the air traffic controller-instructor of the air traffic controller simulator;

d) successfully provided air traffic services under the guidance of an instructor controller or a properly certified air traffic controller (non-staff controller instructor) for the time necessary to obtain permission to work at a control tower (sector), which determines a specific qualification mark in a particular unit, in in relation to which this mark is requested and there is a conclusion of the instructor-controller;

2) the candidate has demonstrated the skills, decision making and duties required to provide a safe, orderly and responsive dispatch service at a level appropriate to the entitlement.

18. The holder of an air traffic controller license must not provide in-service training to air traffic services personnel unless he is a full-time or non-staff instructor and has no written direction from the employer.

19. The rating expires if the air traffic controller does not exercise the rights provided for by the rating within six months. The rating remains invalid until the air traffic controller's authority to exercise the privileges conferred by the rating is re-established.

20. For the purpose of extending the validity of the air traffic controller license, the candidate confirms his class of qualification within the limits of his rating.

21. To qualify as a paratrooper-instructor, a candidate must meet the following requirements:

1) age - not younger than 18 years;

2) education - secondary;

3) state of health - a valid medical certificate, based on the results of a medical examination;

4) the candidate has demonstrated a level of knowledge that corresponds to the rights granted in the following areas and to the extent that they affect the scope of official duties:

the air legislation of the Russian Federation regulating search and rescue support for flights;

design, operation and performance data of rescue, training, landing, sports, reserve, cargo parachutes, safety devices and descending (lifting) devices for descents (ascents) from a helicopter in hover mode;

design, operation and performance data of aviation rescue craft and rules for their use;

the main flight performance and design features of aircraft used for landing people and cargo;

technical data and operational characteristics of search and rescue equipment;

rules for conducting search and rescue operations;

rules on labor protection, industrial sanitation and fire protection, as well as special disciplines;

5) the candidate has demonstrated the skills, ability to make decisions and perform duties in search and rescue, evacuation and special works at the level corresponding to the granted rights:

perform training and production parachute jumps from aircraft, descents (ascents) on special descending (elevating) devices from helicopters hovering at a height of at least 10 meters, including in difficult conditions, on land and on the water surface in different times days;

carry out air and ground search for aircraft and people in distress in various conditions, conduct orientation on the ground using a magnetic compass, technical navigation aids and topographic maps;

the fourth paragraph of subparagraph 5 is excluded according to the order of the Ministry of Transport of the Russian Federation dated May 14, 2012 No. 143.

prepare rescuers to perform parachute jumps, lower (lift) people and cargo on launching (lift) devices, as well as calculate and drop paratroopers and cargo;

stow parachutes, prepare for use lifting and descending devices, aviation swimming facilities;

check the serviceability of parachutes, safety devices, lifting and descending devices, on-board emergency rescue equipment and control their proper storage;

use emergency stock and emergency radio stations;

to ensure the survival of both individual and group in extreme conditions;

6) experience - the candidate has successfully completed a special parachute training course.

III. Requirements for candidates for the assignment of class qualifications of an air traffic controller and parachutist-instructor

22. Candidates for the assignment of class qualifications, as well as persons with valid air traffic controller licenses, are assigned the third, second and first classes of the class qualification of an air traffic controller.

23. An applicant for an air traffic controller class rating must:

1) know the main provisions of regulatory documents in the following areas:

a) fundamentals of the air legislation of the Russian Federation, air navigation services for aircraft flights;

b) ensuring flight safety, human factor;

c) air traffic services;

d) rules of radio traffic;

e) meteorological support for flights;

e) fundamentals of aerodynamics and aircraft performance;

g) navigational (navigational) flight support;

h) radio engineering and lighting support for flights;

And) paragraph "i" of subparagraph 1 of paragraph 23 is excluded in accordance with the order of the Ministry of Transport of the Russian Federation dated February 25, 2014 No. 48.

manage air traffic in accordance with the technology of work, the rules of radio traffic and standard phraseology;

act correctly and in a timely manner in various situations of air and meteorological conditions;

competently use radio technical means of flight support and aviation telecommunications, radar and other air traffic service surveillance systems;

promptly interact with adjacent control centers, services and bodies that ensure and control flight operations;

provide assistance to aircraft in distress in accordance with the technology of work and assist in the organization of search and rescue;

3) the candidate must demonstrate practical air traffic services skills in the following operations:

reception of duty and preparation of the workplace;

knowledge of the air and meteorological situation in the controlled area (zone), the features of the implementation of the air traffic plan;

compliance with the established rules for air traffic maintenance in accordance with the technology of work;

use of radio equipment;

knowledge and application of the rules of radio traffic and the correct use of standard phraseology, as well as in terms of fulfilling their functional duties, compliance with the requirements of the report sheet on the movement of aircraft in the Russian Federation;

maintaining the established dispatching documentation (according to the technology of work).

Checking practical skills in air traffic services is carried out at one of the control towers (sector), where the air traffic controller has access to work, taking into account the current qualification mark (marks).

4) the candidate must undergo simulator training, which is an essential requirement for testing practical skills.

24. The class qualification "Air traffic controller of the 3rd class" is assigned to graduates of civil aviation educational institutions of secondary vocational and higher education, as well as to persons who have completed professional retraining courses and relevant internships who meet the requirements of these Rules, have the skills to carry out practical air traffic services , positive assessments when testing practical skills and the corresponding conclusions of instructor controllers.

25. Candidates submitted for the assignment of the class qualification "ATC controller of the 2nd class" must meet the requirements of these Rules, have the class qualification of "ATC controller of the 3rd class", work experience in the position of an air traffic controller of at least 36 months and admission to independent work, as a rule, at least at two control centers or three sectors of the control center of the same name:

1) candidates submitted for the class qualification "Air traffic controller 2nd class" must pass a test of practical skills with a total score of at least 4 (four) and have the appropriate conclusions of instructor controllers;

2) when testing theoretical knowledge, candidates submitted for the assignment of the class qualification "Air traffic controller of the 2nd class" must demonstrate the level of theoretical knowledge of the main provisions of regulatory documents in the areas listed in subparagraph 1 of paragraph 23 with a score of at least 4 (four).

26. Candidates submitted for the assignment of the class qualification "Air traffic controller 1st class" must meet the requirements of these Rules, have the class qualification "Air traffic controller 2nd class", work experience with this qualification for at least 36 months and admission to independent work , as a rule, at least at three control points or five sectors of the control center of the same name:

1) candidates submitted for the class qualification "Air traffic controller 1st class" must pass a practical skills test with a total score of at least 5 (five), and have the appropriate conclusions of instructor controllers;

2) when testing theoretical knowledge, candidates submitted for the assignment of the class qualification "Air traffic controller 1st class" must:

a) demonstrate the level of theoretical knowledge of the main provisions of regulatory documents in the areas listed below with a score of at least 5 (five):

fundamentals of the air legislation of the Russian Federation, air navigation services for aircraft flights;

radio traffic rules;

air traffic services;

paragraph six of subparagraph 2 of paragraph 26 is excluded in accordance with the order of the Ministry of Transport of the Russian Federation dated February 25, 2014 No. 48.

b) demonstrate the level of theoretical knowledge of the main provisions of regulatory documents in the areas listed below with a score of at least 4 (four):

meteorological support of flights;

ensuring flight safety, human factor;

fundamentals of aerodynamics and flight performance of aircraft;

navigational (navigational) flight support;

radio engineering and lighting support for flights.

27. When testing using computer technology the air traffic controller being checked, taking into account class qualifications, must show at least 75% of correct answers in the section (area) that allows a score of 3 (three), at least 80% - for a section (area) that allows a score of 4 (four), and at least 85 % - for the section (region) that allows for a score of 5 (five).

28. A candidate for the assignment of a class qualification, as well as persons with valid certificates of a skydiver-instructor, are assigned the third, second and first classes.

29. A candidate for the assignment of a parachutist-instructor qualification class must meet the following requirements:

1) have a secondary education and undergo special parachute training.

bases of the air legislation of the Russian Federation;

prevention of aviation and emergency accidents during the drop of paratroopers and cargo;

airborne landing manual;

design, operation and performance data of rescue, training, landing, sports, reserve, cargo parachutes and safety devices;

design, operation and performance data of aviation rescue craft and rules for their use;

organization of search and rescue in the Russian Federation;

search and rescue equipment;

prepare personnel for parachute jumps and descents (ascents) with the help of descending (elevating) devices, to calculate and drop paratroopers and cargo;

stow parachutes, prepare for use lifting and descending devices, aviation rescue swimming facilities;

check the serviceability of parachutes, safety devices, descending (lifting) devices, on-board emergency rescue equipment and control the correctness of their storage;

use emergency supplies and emergency radios.

30. Candidates submitted for the assignment of the class qualification "Skydiver-instructor of the 3rd class" must meet the requirements of these Rules set forth in paragraph 29, have at least 50 parachute jumps and at least 30 descents (ascents) using descenders.

31. Candidates submitted for the assignment of the class qualification "Parachutist-instructor of the 2nd class" must meet the requirements of these Rules set out in paragraph 29 for a score of at least 4 (four), and have at least 200 parachute jumps and at least 100 descents and ascents, as well as to master the technique of their implementation.

32. Candidates submitted for the assignment of the class qualification "Skydiver-Instructor 1st Class" must meet the requirements of these Rules set forth in paragraph 29 for a score of at least 5 (five), have at least 350 parachute jumps and 50 calculated flights and dropping paratroopers and cargo, as well as at least 120 descents, ascents and at least 30 flights for the calculation and landing of rescuers using descenders and dropping cargo.

33. A parachutist-instructor who, during the release of paratroopers, cargo, or the descent of paratroopers, injured or caused material damage, to increase in class, must complete at least 50 flights for the calculation and release of paratroopers or cargo or 30 flights for the calculation and landing of rescuers using descenders.

34. When upgrading in class and extending the validity of the certificate, a demonstration of theoretical knowledge and practical work skydivers-instructors must carry out at the annual training camp held in aviation organizations, institutions and educational institutions, in the amount specified in paragraph 29 of these Rules.

IV. Requirements for Candidates When Making Marks of Permission to Work as Flight Director, Chief Controller, Instructor Controller (simulator Controller-Instructor), Air Traffic Controller

35. To obtain the clearance of the flight director, the candidate must:

higher education;

as a rule, all permits to work at control rooms (sectors) where the candidate will perform official duties flight director;

a document confirming the successful completion of flight director training courses;

fundamentals of economics in civil aviation;

principles and methods economic activity organizations providing air navigation services to users of the airspace of the Russian Federation;

documents on the organization of air traffic services of their zone (area) of responsibility;

principles and methods of planning the work of the dispatcher shift;

principles and methods of organizational and methodological work in air traffic services units and dispatcher shifts;

organization preventive work aimed at

rules and conditions of air navigation services, as well as provision of aircraft flights;

apply in practical activities knowledge in the field of economics;

apply knowledge of regulatory documents regulating the organization of the use of the airspace of the Russian Federation in practical activities;

plan the work of the subordinate staff of the dispatcher shift;

organize the work of control points in their area of ​​responsibility;

organize and conduct methodological, preventive and educational work with the dispatching staff of the subordinate shift;

organize and exercise constant control over the work of the subordinate dispatch shift;

organize and coordinate the maintenance (control) of air traffic in the controlled area (area) of responsibility;

maintain the documentation established for the flight director and control the proper maintenance of documentation at the workplaces of dispatchers;

organizational and methodological work of the flight director;

psychological and pedagogical aspects of the activity of the flight director;

ensuring flight safety in air traffic services;

managerial and economic aspects of the activities of organizations providing air navigation services to users of the airspace of the Russian Federation;

acceptance and delivery of duty;

control of the acceptance and handover of duty by the air traffic service personnel of the air traffic control shift, as well as the organization of the substitution of air traffic controllers in the process of work;

36. To obtain a senior controller's permit, the candidate must:

work experience in air traffic services (flight control) for at least 36 months;

at least three valid permits at control points (sectors) in the area (area) of responsibility, where the candidate will perform the duties of a senior dispatcher. If there are three or less control points (sectors) in the unit, the candidate must have all the permits;

valid certificate and class qualification "ATC 1st class" or "ATC 2nd class";

certificate of successful completion of training courses for senior dispatchers.

principles and methods of personnel management and organization of production;

basics business communication, labor relations, labor protection;

the air legislation of the Russian Federation in terms of the performance of their functional duties;

regulatory documents regulating the organization of the use of the airspace of the Russian Federation;

guidance documents on the organization of air traffic services of their zone (area) of responsibility;

principles and methods of planning work in air traffic services and control shifts;

principles and methods of organizational and methodological work in dispatcher shifts;

organization of control over the work of the dispatcher shift;

rules and conditions for air navigation services for aircraft flights, as well as other types of aircraft flight support;

apply in practice the knowledge of the principles and methods of personnel management, organization of production, business communication and ensuring labor protection;

apply in their practical activities the knowledge of regulatory documents regulating the organization and use of the airspace of the Russian Federation;

organize the work of control points in their area of ​​responsibility;

organize and conduct methodological, preventive and educational work in the dispatcher shift;

exercise control over the work of the dispatching staff;

carry out, if necessary, the coordination of air traffic services in the established area (area) of responsibility;

carry out the placement of personnel before taking up duty and clarify the functions performed at the workplace;

maintain the documentation established for the senior dispatcher and control the proper maintenance of documentation at the workplaces of dispatchers;

to monitor the serviceability of radio engineering and communication equipment of dispatch centers;

notify relevant organizations and services of aircraft who need the help of search and rescue services, and provide such organizations and services with the necessary assistance in accordance with the prescribed procedures;

4) the candidate must demonstrate theoretical knowledge in the areas of:

organizational and methodological work of the senior dispatcher;

air traffic management;

psychological and pedagogical aspects of the activities of senior dispatchers;

ensuring flight safety in air traffic services;

ensuring the activities of air traffic services;

5) the candidate must demonstrate practical skills in the following operations:

briefing the dispatcher shift;

acceptance and delivery of duty;

control of the acceptance and delivery of duty by the air traffic service personnel of the air traffic control shift, as well as the organization of the replacement of air traffic controllers during the period of duty;

interaction with the services that ensure the performance of flights;

control of the work of the dispatcher shift during the period of duty;

analysis of the work of the dispatcher shift.

37. To qualify as an instructor controller (including a simulator controller), the candidate must:

higher or secondary professional education;

work experience in air traffic services (flight control) for at least 60 months;

valid certificate and class qualification "Air traffic controller 1st class";

permits to work at control stations (sectors), where the candidate will perform the duties of an instructor-dispatcher;

certificate of completion of training courses for dispatchers-instructors.

fundamentals of aviation pedagogy;

basics of aviation psychology;

method of planning the educational process;

methodology for conducting preliminary training and practical training at the workplace during the internship;

regulatory documents regulating the professional training of relevant specialists.

apply knowledge of aviation pedagogy and psychology in practice;

apply in practice the knowledge of regulatory documents on vocational training relevant professionals;

draw up plans and programs for the training of relevant specialists and monitor their implementation;

to carry out high-quality training of relevant specialists;

promote the introduction of best practices and technologies and provide relevant recommendations;

conduct training of relevant specialists and provide air traffic controllers with practical assistance after they receive permits for independent work;

test the practical skills of air traffic services personnel at their workplaces;

lead necessary documentation;

4) the candidate must demonstrate theoretical knowledge in the areas of:

fundamentals of aviation pedagogy and psychology;

air traffic services;

methods of vocational training;

ensuring flight safety in air traffic services;

5) the candidate must demonstrate practical skills in the following operations:

organizing, planning and conducting preliminary training of the trainee;

determining the trainee's readiness for practical training;

organizing, planning and conducting practical training at the control room and training on the control simulator;

keeping a trainee's diary and filing a submission for the trainee's admission to independent work as a dispatcher.

38. To obtain permission to work as an air traffic controller at a control post (sector), a candidate must:

possess the knowledge defined for the holder of the certificate and the corresponding qualification mark;

pass a test of theoretical knowledge in the sections defined by subparagraph 1 of paragraph 1 of these Rules in accordance with class qualifications;

The procedure for providing clothing allowance to convicts sentenced to deprivation of liberty, serving sentences in correctional institutions, and persons held in pre-trial detention centers

1. Clothing allowance, made in accordance with the approved normative and technical documentation, is issued to those sentenced to deprivation of liberty and persons held in pre-trial detention centers in ready-made form.

2. The terms for wearing items of clothing allowance are calculated from the moment of actual issuance. The issuance of clothing allowance to newly convicted is carried out on the day of their arrival at the correctional facility. The subsequent issuance of clothing allowance is carried out upon a written application of those sentenced to deprivation of liberty and persons held in pre-trial detention centers, but not earlier than the expiration of the established period for wearing items in use. Accounting for the issued clothing allowance is carried out according to personal account. All items of inventory use are subject to branding in the prescribed manner.

3. In the event of premature wear of clothing and footwear or loss of clothing allowance by convicts and persons held in pre-trial detention centers, new items are issued to them by order of the head of the institution on the basis of their written applications. With the consent of those sentenced to deprivation of liberty and persons held in pre-trial detention centers, they may be given used items of clothing suitable for further use, with compensation for their residual value.

4. When convicts sentenced to deprivation of liberty are transferred from one institution of the penitentiary system to another, they leave in the clothes and shoes that they have in use. When moving, convicts are provided with items of clothing allowance for the season within the limits of the provision according to the approved supply standards.

5. Those sentenced to deprivation of liberty who are transferred from educational colonies to correctional colonies are provided with a set of clothing and footwear according to the season, taking into account the items they use.

6. Those sentenced to deprivation of liberty, released from correctional institutions, may leave in the clothes and shoes given to them, which are in their socks. Convicted juveniles who do not have parents who have lost contact with their parents (persons replacing them), upon release, are provided with clothing for the season according to established standards.

7. In the case when the supply standards provide for the issuance of several (the same) items of clothing allowance, the number of their one-time leave is determined by the leadership of the institution of the penitentiary system, depending on the remaining term of serving the sentence by convicts and other conditions.

8. The replacement fund of the necessary clothing allowance is created due to its careful, economical maintenance and timely repair.

9. A carry-over supply of clothing allowance is provided for in the amount of up to 30 percent of the annual expenditure.

10. Newly introduced items of clothing, footwear, bedding and soft furnishings are issued as they are received after the stocks of similar items of clothing of the previous design are completely used up.

11. The terms for wearing newly introduced items of clothing allowance are calculated from the moment of issue, which is made after the expiration of the period for wearing previously issued similar items of clothing allowance.

1.3. Depending on local climatic conditions, the heads of institutions of the penal system may make decisions on the transition to winter and summer uniforms earlier or later than the established dates.

2. When switching to summer and winter uniforms, the heads of institutions of the penal system conduct drill reviews, at which the presence and condition of items of clothing allowance of convicts are checked.

3. A knitted sweater is allowed to be worn at any time of the year as an independent piece of clothing in combination with trousers and a skirt. A knitted sweater can be worn over a T-shirt, sweatshirt, blouse and top shirt, worn under the jacket of men's and women's suits.

4. Slippers are allowed to be worn in the units' premises.

5. Molded pantolets are allowed to be worn in the premises of the detachments, when taking water procedures, as well as when carrying out bathing and laundry activities.

6. Sports suits and sports shoes are allowed to be worn in sports halls and on sports grounds during sports activities and competitions.

7. For patients sentenced to deprivation of liberty, undergoing inpatient treatment in medical and preventive institutions and medical correctional institutions of the correctional system, for women serving sentences of deprivation of liberty, on maternity leave, parental leave, as well as women, who are kept in maternity wards at correctional institutions or have children in children's homes at correctional institutions, the rules for carrying items of clothing allowance for convicts are established by the head of this institution of the penal system in accordance with the specifics of the disease, state of health and conditions of their detention.
