The restaurant is the most capital-intensive project. For this format, there are additional requirements for choosing a room - there must be enough space to place tables for visitors. Such pizzerias in shopping centers must serve customers quickly and at reasonable prices. The requirements for the premises here are based on compliance with sanitary standards; there is no need to spend money on the interior. Important: Since December 2008, obtaining permission from Rosporebnadzor to open a public catering establishment is not required; upon opening, it is enough to submit a notification, and the premises must meet all established requirements.

Basic requirements of Rospotrebnadzor for a pizzeria

  • The premises must have hot/cold water supply and sewerage, and be equipped with supply and exhaust ventilation.
  • Walls production premises must be covered with tiles or painted with water-based paint at a height of at least 170 cm from the floor.
  • If the premises are located in a residential building, then you will need to comply with the requirements for permissible noise and vibration standards.
  • Availability of ventilation to remove odors. The basement is not suitable for placing a pizzeria.

Notifying Rospotrebnadzor and obtaining a fire service report

Important: Activities cannot begin until a notification has been sent to Rospotrebnadzor about the start of activities.

For catering establishments, which include pizzerias, in accordance with subparagraph. 3 p. 2 art. 8 of the Law “On the protection of the rights of legal entities and individual entrepreneurs in the implementation of state supervision and municipal control” dated December 26, 2008 No. 294-FZ, there is a simplified procedure for notifying government agencies that control this area.

In accordance with clause 3 of the Government Decree “On notification procedure start of implementation individual species entrepreneurial activity» dated July 16, 2009 No. 584, catering establishments should submit a completed notification to the territorial body of Rospotrebnadzor. The notification is filled out on the form approved in Appendix No. 2 of the above government resolution.

A notification can be sent only after state registration and registration with the Federal Tax Service of a legal entity (or individual entrepreneur), but necessarily before the start of activities (clause 5 of Article 8 of Law No. 294-FZ).

What information should be included in the notice?

The notification will need to indicate registration information about the legal entity (or individual entrepreneur), as well as indicate the address of the premises in which the activity will actually be carried out. You will also need to confirm that the premises, equipment, transport and personnel meet the stated mandatory requirements for this type of activity.

Before sending a notice, you will need to enter into a number of agreements with third parties. For failure to provide notification or for providing false information, the businessman will be held liable under the Administrative Code.

Package of contracts:

  • for the removal of solid household waste and food waste for disposal (or disposal at a landfill);
  • for disinfection/disinsection/deratization at permanent basis;
  • for disinfection of ventilation systems and delivery vehicles;
  • for dry cleaning and washing of staff uniforms.

It is necessary that medical staff have issued medical records (and that workers undergo regular medical examinations). All used equipment must have certificates/passports, and measuring instruments and measuring utensils must be verified.

The notification is completed in two identical copies and submitted to the regulator in person, by mail or via electronic communication channels.

The second copy of the notice, issued on paper, is given/sent to the applicant on the day of its registration.

If you plan to sell in a restaurant or pizza bar alcoholic drinks, then to obtain a license you will need to obtain a conclusion from the State Fire Service of the Ministry of Emergency Situations of Russia (Gospozhnadzor) on the fire safety condition of the pizzeria premises. To complete it, you will need to provide, in addition to registration documents for a legal entity (IP) and a lease agreement for the premises (or a certificate of ownership), the following documentation:

  • certificate of commissioning of the fire alarm system and contract for its maintenance;
  • act of measuring insulation resistance;
  • technical documentation for the premises (explication);
  • an order to appoint a person responsible for fire safety (this person must have a certificate confirming the mastery of the fire-technical minimum);
  • fire evacuation plan.

After you have entered the premises in accordance with the requirements of Gospozhnadzor and Rospotrebnadzor, you will only have to find personnel and conduct an advertising campaign.

Neapolitan pizza occupies a special place in Italian cuisine, which has many fans around the world. It can also be classified as classic, since there are specific standards for its preparation. In particular, the diameter of a Neapolitan pizza should not exceed 35 centimeters. The edges of such a pizza must have peculiar “sides” 2–3 centimeters high.


Neapolitan pizza is prepared from peeled tomatoes of a certain variety, buffalo mozzarella cheese, garlic and fresh basil leaves. It is best to have tomatoes of the San Marzano variety, grown on the slopes of Vesuvius. In addition, olive oil is certainly added to pizza. This pizza turns out very tender and flavorful.

If in the USA today pizza is equated with fast food, and they often eat it literally on the run, then for Italians this is a real crime. Like all southern peoples, they do not tolerate haste and like to do everything very measuredly. Therefore, in Italy they eat pizza only in restaurants, talking with each other, and invariably washing down their lunch or dinner with a glass of light local wine.
